West Coast Hopper Maintenance Dredging 2023

The U.S. Army Corps of Engineers Portland District intends to issue a firm-fixed price (FFP), Invitation for Bids (IFB) No. W9127N23B0003 to meet the requirements of the West Coast Hopper Maintenance Dredging project 2023. This dredging project includes work at Humboldt Bay, CA (HUM); Mouth of the Columbia River, OR/WA (MCR); Lower Columbia River, OR/WA (LCR); San Clemente, CA (SCS); and Encinitas and Solana Beaches (ESB), CA.

The contractor shall furnish a suitable hopper dredge and support equipment to perform all work required to remove the specified materials from within the dredging pay area limits. The anticipated period of performance for work at the HUM, LCR, and MCR areas is 1 May 2023 through 15 December 2023, and 1 October 2023 through 30 April 2024 for SCS and ESB. The required start date at LCR will be between 15 June and 10 July 2023. Water quality monitoring will be required in accordance with the current water quality certificates.

Approximately 2.7M cubic yards of routine maintenance dredging at HUM, LCR, and MCR will be included as mandatory line items, with additional optional items for approximately 1.2M cubic yards, to be awarded based on project needs. Additionally, 1.3M cubic yards of beach nourishment pump ashore work at SCS and ESB will be included as optional items, awarded based on availability of funding.

USACE intends to host a second virtual presolicitation meeting on 16 February 2023 to openly share information and discuss the project and assumptions prior to the solicitation being issued. The final solicitation will be available for download on or about 28 February 2023 with bids due 30 days after advertisement.

This procurement is anticipated to be solicited allowing for full and open competition (unrestricted) and is open to both small and large business concerns. A small business subcontracting plan will be required for large businesses. The NAICS code for this procurement is 237990. The small business size standard is $39.5 million. The magnitude of construction is between $25,000,000 and $100,000,000.

To participate in the presolicitation meeting, contact the Contract Specialist, Kristel Flores (Kristel.M.Flores@usace.army.mil) and Andrea Smothers (Andrea.K.Smothers@usace.army.mil), by 12:00 pm PST on 15 February 2023 for meeting information and provide the names and email addresses of the individuals who will be attending.
