(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) This solicitation is issued as a Request for Quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03.

(iv) This procurement is set aside for Small Business. The NAICS code is 561720 and the Small Business Size Standard is $22 Million.

Purpose: The Contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation and other items and non-personal services necessary to provide custodial services in accordance with the Performance Work Statement (PWS) except those items specified as Government furnished property and services. The Contractor shall perform to the standards in the contract as well as all local, state, and federal regulations.

Description of Services: The Contractor shall provide janitorial services for the Chelan Ranger Station Okanogan Wenatchee National Forest Chelan, WA. The scope of the work includes the year-around biweekly janitorial service for approximately 4100 square feet of office space and restrooms. Weekly janitorial service for approximately 250 square feet of one warehouse restroom and Fitness area. Semi-annual scheduled services include cleaning of blinds, draperies, and external and internal window cleaning.

Base year Ordering Period shall be 1 April 2025 thru 31 March 2026

Option year 1 Ordering Period shall be: 1 April 2026 thru 31 March 2027

Option year 3 Ordering Period shall be: 1 April 2028 thru 31 March 2029

Background
The U.S. Forest Service, part of the Department of Agriculture, is issuing this solicitation for custodial services at the Chelan Ranger Station within the Okanogan Wenatchee National Forest in Chelan, WA.

The purpose of this contract is to ensure that all personnel, supplies, supervision, tools, materials, equipment, transportation, and other non-personal services are provided to maintain cleanliness and hygiene standards in accordance with local, state, and federal regulations.

Work Details
The Contractor shall provide janitorial services which include:
- Year-round biweekly janitorial service for approximately 4,100 square feet of office space and restrooms.
- Weekly janitorial service for approximately 250 square feet of one warehouse restroom and fitness area.
- Semi-annual scheduled services including cleaning of blinds, draperies, and both external and internal window cleaning.

Specific tasks include maintaining high cleanliness standards for fixtures, surfaces, restrooms (cleaning toilets, sinks), replenishing restroom supplies (paper towels, toilet paper), trash collection and disposal into government-provided dumpsters, ensuring floors are clean through mopping or vacuuming as appropriate.

The contractor must also develop a Quality Control Program (QCP) to ensure compliance with performance standards and submit a work plan detailing daily schedules and any subcontracting arrangements. Additionally, the contractor will be responsible for utility conservation practices and ensuring that all personnel comply with security requirements.

The contract will have a base year from April 1, 2025 to March 31, 2026 with options for four additional years extending through March 31, 2030.
