SYNOPSIS:

The United States Department of Agriculture (USDA), Agriculture Research Service (ARS), Plant Genetics Research Unit (PGRU), Geneva, NY., has a requirement for a Construction project of the Wellington Barn Cold Storage Retrofit.

PURPOSE AND OBJECTIVES:

The primary objective of issuing this Pre-Solicitation is to inform potential vendors/contractors of an upcoming Solicitation.

NAICS: 236210 Industrial Building Construction,

PSC: Z2EZ Repair Or Alteration Of Other Industrial Buildings

Magnitude of Construction is between: $500,000 and $1,000,000.

DESCRIPTION

Provide a new premanufactured climate-controlled 46'-0 w x 50'-0 d (2,300 SF) x 12'-0 h indoor cold room system with insulated walls and ceiling panel system inside an existing building. Provide modifications to the existing building to accommodate the cold room and circulation. Work will require architectural finishes, man doors, overhead doors, insulation, and wall framing. Exterior work will require concrete equipment pads, minor fencing and minor related site work. The work will require refrigeration for the cold room and humidifiers. The refrigeration system for the cold room will consist of two outdoor air-cooled condensing units (51,750 BTUH each), two indoor evaporator units (51,750 BTUH each), and two humidifiers (18 lbs./hr. each). Minor plumbing work and alterations will be required. Electrical will be required to support the cold room, light fixtures and general power. A Bid Option is provided for a new 125 kW emergency power electrical generator with associated propane tank to include supporting electrical work for stand by power.

This is a Pre-Solicitation for construction prepared in accordance with the format in FAR Subpart 15 and 36, as supplemented with additional information included in this notice.

If you are an interested vendor, please provide the following information: 1.) Business name and point of contact; 2.) SAM UEI number; and 3.) Business size. In addition, include a brief Statement of Capability (no more than three pages), which demonstrates the ability to meet the specialized work requirements above; and any past performance information on contracts of similar size and scope (services/construction).
