Description

The purpose of this Source Sought is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service-disabled veteran owned small business (SDVOSB), or large business) relative to NAICS 541380-Testing Laboratories and Services with size standards of $19 Million. Note that if VA's pending market research establishes that two or more SDVOSB or VOSB, who are certified on SBA's VetCert, Veteran Small Business Certification (sba.gov), can perform the project at a fair and reasonable price, VA will set aside the underlying solicitation per 38 U.S.C. 8127.

Responses to this synopsis (Sources Sought) will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought Synopsis, a solicitation announcement may be published on SAM.gov and/or GSA eBuy. Responses to this Sources Sought Synopsis are not considered adequate responses to the solicitation announcement.

General Requirements:

The contractor shall perform monthly, quarterly, bi-annual and annual water quality sampling, laboratory testing, and reporting for the on-site well in accordance with federal and state drinking water and groundwater protection standards. Testing will include, but is not limited to, microbiological, inorganic, organic, and physical parameters as specified by ADEQ/EPA. Contractor shall perform testing in compliance with current and future ADEQ requirements. NMCA will pay the Annual ADEQ Mapping Assistance Program (MAP) directly. Sampling will occur at locations identified in NMCA's Microbiological Sample Site Plan. Well Tank size: 40,700 US Gallons.

Background
The National Memorial Cemetery of Arizona (NMCA) is seeking qualified sources for well water testing services. The goal of this contract is to ensure compliance with federal and state drinking water and groundwater protection standards, as mandated by the Environmental Protection Agency (EPA) and the Arizona Department of Environmental Quality (ADEQ). This Sources Sought notice aims to gather information on potential contractors, particularly those classified as small businesses, including Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB).

Work Details
The contractor will perform monthly, quarterly, bi-annual, and annual water quality sampling, laboratory testing, and reporting for the NMCA's on-site well. The specific tasks include:

1. Monthly Sampling and Testing: Collect water samples for parameters such as pH, conductivity, turbidity, total dissolved solids (TDS), nitrates, total coliform bacteria, and residual chlorine. Submit results to ADEQ within 5 business days.

2. Quarterly Testing: Collect samples for total coliform, E. Coli, and other microbial indicators as required by ADEQ. Submit results within 5 business days.

3. Bi-Annual Testing: Collect samples for nitrates, nitrites, fluoride, chloride, sodium, hardness, and sulfate. Submit results within 5 business days.

4. Annual Comprehensive Panel: Conduct a full EPA Safe Drinking Water Act panel including VOCs and heavy metals. Submit results within 5 business days.

5. Maintain data on the AZ Safe Drinking Water Information System (AZSDWIS) including lab results and compliance schedules.

The contractor must ensure all work is coordinated with the Contracting Officer's Representative (COR) and that all safety protocols are followed during operations.
