Well Water Quality Sampling and Monitoring Service

Background
The National Park Service (NPS) is issuing this Request for Quotation (RFQ) for Well Water Quality Sampling and Monitoring Services at the Santa Monica Mountains National Recreation Area (SAMO).

SAMO is the largest urban national park in the United States, covering over 150,000 acres across Ventura and Los Angeles counties. The goal of this contract is to ensure the safety and quality of well water systems through regular sampling and monitoring, thereby supporting public health and environmental protection.

Work Details
The contractor will provide comprehensive Well Water Quality Sampling and Monitoring Services, which include:
1. Monthly collection of bacteriological samples from designated well sites;
2. Bi-weekly sampling for coliform bacteria;
3. Annual nitrate sampling;
4. Tri-annual nitrite sampling;
5. Monthly testing for THMs and HAA5s;
6. Field chlorine testing at the time of sample collection;
7. Transportation of samples to a certified laboratory for analysis;
8. Maintenance of records including data logs and chain of custody documentation;
9. Compliance with all federal, state, and local safety regulations, including OSHA standards.

Period of Performance
The contract period will begin on August 1, 2026, and run through July 31, 2031, with options for renewal in subsequent years.

Place of Performance
Services will be performed at multiple locations within the Santa Monica Mountains NRA, specifically at Circle X (12896 Yerba Buena Rd, Malibu, CA) and Arroyo Sequit (34138 Mulholland Highway, Malibu, CA).

Bidder Requirements
This solicitation is a Total Small Business Set Aside. Bidders must possess a California Water Systems Operator License and ensure that laboratory samples are taken to a lab with active Environmental Laboratory Accreditation Program certification. Additionally, all personnel must pass a Federal Tier 1 background check before accessing well pump houses.
