Background
The Fort Niobrara National Wildlife Refuge (NWR) is seeking to establish a 10-year Blanket Purchase Agreement (BPA) for Well and Solar Panel/Windmill Maintenance, Repair, and Installation services. The agency's mission is to ensure the well-being of the bison population by maintaining water access through wells and related systems. This contract aims to provide necessary repairs and maintenance to ensure continuous water supply for livestock grazing.

Work Details
The contractor will be responsible for providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary for well repairs and maintenance. Specific tasks include:
1. Maintenance, repair, installation, and decommissioning of wells and solar panel/windmill systems located in the south pastures of Fort Niobrara NWR.
2. Services include installing, repairing, replacing, removing, or decommissioning components of water pump mechanisms and water tanks utilized for bison/livestock grazing.
3. Anticipated repairs may involve up to ten (10) solar panels/windmills and five (5) wells over the contract period.
4. The contractor must respond within 48 hours of BPA calls for service requests.

Period of Performance
The period of performance for this contract is from July 31, 2026, to July 30, 2031.

Place of Performance
The work will be performed at Fort Niobrara NWR located at 39983 Refuge Road, Valentine, NE 69201.

Bidder Requirements
This solicitation is set aside for Small Business participation. Bidders must demonstrate experience in similar services within the last three years and provide at least two references. Additionally, bidders must have the capability to respond within 48 hours of service requests.
