Amendment 0004: The purpose of The purpose of this amendment is to update the following attachments:
Attachment 1: Welcome Center PWS. Attachment 1 was amended to remove all language regarding the need for a secret/security clearance. This requirement does not require the contractor or have a secret clearance.

Attachment 5: Welcome Center Instructions to Offerors. Attachment 5 was amended to update the Joint Venture information under section H: Specific Instructions, and to remove all language regarding the need for a secret/security clearance. This requirement does not require the contractor or have a secret clearance. The Past Performance Evaluation section was also updated to provide clearer steps for offerors.

Attachment 6: Welcome Center Evaluations. Attachment 6 was amended to remove all language regarding the need for a secret/security clearance. The Past Performance Evaluation section was also updated to provide a clearer understanding of how evaluations will be made.

Q&A: A Questions & Answers document has been provided.

Please disregard "Attachment 4: A signed version of Attachment 4 has been added." as mentioned in "Summary of Changes" in the SF 30 for amendment 0004. The current version will suffice.

Amendment 0003: The purpose of this amendment is to update Attachments 1, 4, 5, and 6. The amendment to Attachment 1, the PWS, was to remove para 4.4 which mentioned the need for a security clearance. Updates to Attachments 5 and 6 clarified the instructions and evaluation process. The SF 30 documents for Amendemnt 0003, 0002, and 0001 have also been uploaded.

Amendment 0002: The purpose of this amendment is to add Attachment 6: Evaluations

Amendment 0001: The purpose of this amendment is update Attachment 5: Instructions to Offerors. The update is to push the response time for questions along with the due date for proposals. The question response date will change from 31 Jan 25 to 6 Feb 25. The proposal due date will change from 17 Feb 25 to 24 Feb 25.

The 1st Special Operations Wing requires non-personal services for the administration and support of the human resources programs conducted on Hurlburt Field. These programs support the Hurlburt Field Welcome Center on this installation.

Questions must be submitted via email to the personnel noted above. All questions are due no later than 2:00 PM (CST Central Standard Time) on 6 February 2025. All questions and answers will be posted to the beta SAM website at https://Sam.gov.

The due time and date for offers is 2:00 PM (CST Central Standard Time) on 24 February 2025. Offers shall be on 8.5 X 11 page. A page is defined as one face of a sheet of paper containing information. The text size shall be no less than 12 pitch. Offers shall use at least 1-inch margins on the top and bottom and 1 inch side margins. Copies and Page Limits of 5 pages for each of the plans. Evaluators will only read up to the maximum number of pages specified. If the page limit is exceeded, the excess pages will not be evaluated.

Background
The 1st Special Operations Wing is issuing this contract to provide non-personal services for the administration and support of human resources programs at Hurlburt Field.

The goal of this contract is to enhance the efficiency and effectiveness of the Welcome Center, which plays a critical role in welcoming and processing inbound members to the installation.

Work Details
The contractor shall provide Welcome Center services as outlined in the Performance Work Statement dated 18 December 2024.

Services include: managing scheduled in-processing appointments, filing Permanent Change of Station (PCS) travel vouchers, ensuring correct military pay entitlements such as Basic Allowance for Housing (BAH), and facilitating mandatory enrollment of members in the payroll system.

The Welcome Center is expected to handle approximately 30 appointments and up to 20 walk-ins per week, ensuring that all inbound members complete their in-processing requirements efficiently within 45 days of arrival.

Period of Performance
The period of performance for the base contract is from April 1, 2025, to March 31, 2026. There are also options for additional periods extending from April 1, 2026, to March 31, 2027; April 1, 2027, to March 31, 2028; and April 1, 2028, to March 31, 2029.

Place of Performance
The services will be performed at Hurlburt Field, Florida.
