Background
The Personnel and Readiness Management Agency (PRMA) is responsible for providing web sustainment, content management, and cloud hosting services for enterprise DoD websites. The goal of this contract is to ensure full lifecycle website sustainment, FedRAMP-compliant cloud hosting, Drupal content management, and Section 508 accessibility compliance for the websites dcpas.osd.mil and dodciviliancareers.com. This requirement is currently being performed by Eminent IT LLC under contract H9821021C0009.

Work Details
The Contractor shall provide secure web development support services including: status reporting, mock-ups, development, migration hosting in the cloud, design, testing, content management, deployment, and post-deployment operations and maintenance for two websites. Key tasks include implementing and maintaining a Quality Control Plan (QCP), performing inspections, addressing customer complaints, ensuring compliance with cybersecurity protocols, monitoring web pages for functionality, managing operating links and widgets to align with FedRAMP protocols, and executing Section 508 accessibility compliance testing.

The contractor must also ensure that all deliverables meet specified performance standards such as maintaining a less than 5% lapse rate across contracted workforce positions and filling vacancies within 14 days without mission impact.

Period of Performance
The period of performance will be defined in the solicitation but is expected to cover multiple months or years as required to fulfill the contract obligations.

Bidder Requirements
Bidders must have personnel who complete mandatory trainings within 30 days of contract award.
