Description

The Naval Air Warfare Center Weapons Division, China Lake CA has a requirement for weapon performance and effects analysis, Modeling and Simulation (M&S) analysis software updates, and test support for United States Navy weapon systems including, but not limited to: Air Intercept Missile (AIM-9), AIM-120 Advanced Medium Range Air-to Air Missile (AMRAAM), AGM-65 Maverick, AGM-154 Joint Standoff Weapon (JSOW), Tomahawk Missile, XM982 Excalibur, BGM-71 TOW, Standard Missile, Evolved Sea Sparrow Missile (ESSM), Talon, Rolling Airframe Missile (RAM), Pyros, Small Diameter Bomb II (SDB II), and Griffin Missile. These efforts will include studies and evaluations of weapon lethality performance; updates to weapon lethality modeling software; verification and validation of lethality modeling software; target model creation; and test planning, support, analysis, and reporting.

This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 13 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N6893625R3009 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.

The solicitation or Request for Proposal (RFP) will be posted in Contract Opportunities on the SAM website at https://sam.gov/ on or about 17 FEB 2025.

Interested firms must be registered in the System for Award Management (SAM) database at https://sam.gov/ to start doing business with the federal government.

Background
The Naval Air Warfare Center Weapons Division (NAWCWD) is responsible for providing the United States Armed Forces with effective and affordable integrated warfare systems and life-cycle support to ensure battlespace dominance.

The agency performs Research Development Test and Evaluation (RDT&E) software integration, interoperability, modeling and simulation, and supports Network Centric Warfare for guided missiles and complex weapon systems.

This contract aims to support weapon performance and effects analysis, Modeling and Simulation (M&S) analysis software updates, and test support for various United States Navy weapon systems.

Work Details
The contractor will perform the following tasks:
1. Conduct studies and evaluations of weapon lethality performance.
2. Update weapon lethality modeling software.
3. Verify and validate lethality modeling software.
4. Create target models for simulations.
5. Provide test planning, support, analysis, and reporting.

Specific activities include:
- Performing lethality analyses on weapon systems;
- Creating target models for simulation;
- Evaluating weapon system performance during flight and target engagement;
- Providing pre- and post-test simulations of expected system performance;
- Developing test exercise geometry and constraints;
- Attending tests at Government and private sites to monitor procedures;
- Reviewing test data, preparing documents, and publishing reports.

Place of Performance
Approximately 10 percent of work will be performed at Government sites including NAWCWD in China Lake, California; Naval Base Ventura County in California; White Sands Missile Range in New Mexico; Eglin Air Force Base in Florida, with the remaining 90 percent performed at the Contractor's site.
