Description

The U.S. Army Contracting Command Watervliet Arsenal (ACC-WVA) Contracting Office located at Watervliet Arsenal, NY is conducting a market survey to identify potential capable sources for the rebuild of Rebuild of PANGBORN Abrasive Blast Machine.

THERE IS NO SOLICITATION AT THIS TIME AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE.

This is a request for information on capabilities and interest and does not constitute a Request for Quote (RFQ); submission of any information in response to this market survey is purely voluntary and the U.S. Government (USG) assumes no financial responsibility for any costs incurred. No funds have been authorized, appropriated, or received for this effort. Data submitted in response to this market survey will not be returned.

INFORMATION NEEDED:

Interested parties are encouraged to provide the following information:

Response to the attached Abrasive Blast Machine Questionnaire with general information about your firm and its capabilities (Available with the Sources Sought Synopsis).

INTERESTED PARTIES:

The Government requests interested parties to submit a response to the questionnaire and company brochure (if available) as well as a capability statement for this equipment that clearly details the ability to perform the aspects of this requirement. All proprietary information should be marked as such.
Responses will be reviewed by U.S. Army Contracting Command Watervliet Arsenal (ACC-WVA), Watervliet Arsenal personnel only and will be held in a confidential manner. Any and all information provided shall include a description of the proposed manufacturing capabilities. Submitted documentation will not be returned.

Responses to this sources sought synopsis should be submitted by 11 July 2025 via email. Interested firms should provide the requested information and any pertinent information to the following:

Background
The U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA) is conducting a market survey to identify potential sources for the rebuild of the PANGBORN Abrasive Blast Machine. This initiative aims to gather information on capabilities and interest from contractors, as no solicitation or contract will be awarded at this time. The goal is to ensure that the Army has access to qualified vendors who can meet their operational needs.

Work Details
The contractor will be responsible for a turn-key operation, which includes complete dismantling, installation, startup, debugging, testing, and operation of the new control and/or machine. Key tasks include:

1) Providing all personnel and equipment necessary for the scope of work;
2) Ensuring all components meet or exceed OEM specifications;
3) Conducting training for arsenal personnel in various areas including control operation and maintenance;
4) Installing a new external dust collection system;
5) Replacing electrical components with PLC where possible;
6) Replacing all current pumps and motors with new similar or better ones;
7) Ensuring compliance with site conditions including temperature and pneumatic requirements;
8) Developing and debugging software for machine interfacing.

The contractor must also provide documentation for all systems installed and ensure that proprietary information is marked appropriately.
