Waterfront Facilities Inspection and Assessment, CONUS Region 3

Background
The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is issuing this solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services.

The goal of the contract is to provide underwater and above-water inspection, material condition assessment, engineering, and design services in support of Sustainment, Restoration and Modernization (SRM) and Military Construction (MILCON) projects at Department of Defense (DoD) waterfront and ocean facilities within CONUS Region 3, which includes the Southwest, Hawaii, and Gulf Coast areas.

This procurement is being conducted as a small business set-aside competition.

Work Details
The A-E services to be performed under this contract include:

- Field investigations
- Underwater inspections
- Engineering analysis of structural, mechanical, and electrical systems
- Review of construction plans and specifications
- Engineering calculations for structural analysis
- Failure analysis
- Feasibility studies
- Design of facility repairs
- Preparation of Design/Build RFPs
- Environmental studies for permit applications
- Design of underwater instrument support structures
- Documentation of findings and report preparation
- Cost estimation for rehabilitation projects
- Development of maintenance action plans
- Underwater geotechnical surveying.

Task Order submittals may include inspection reports, engineering alternatives analyses, technical reviews, construction cost estimates, and contract drawings using CADD. Additional services may involve seismic vulnerability assessments and database design.

Period of Performance
The IDIQ contract will have a 60-month ordering period with an estimated start date in April 2026.

Place of Performance
The work will be performed in CONUS Region 3, specifically in the Southwest, Hawaii, and Gulf Coast areas.
