Background
The contract is issued by the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) for multi-discipline Architect-Engineer (A-E) services focused on underwater and above water inspection, material condition assessment, engineering, and design services.

The goal of the contract is to support Sustainment, Restoration and Modernization (SRM) and Military Construction (MILCON) projects at Department of Defense (DoD) waterfront and ocean facilities within CONUS Region 2, which includes Maryland, Virginia, and Washington D.C. This procurement is a small business set-aside competition based on market research conducted by NAVFAC EXWC.

Work Details
The contract encompasses a variety of tasks including: field investigations; underwater inspections; engineering analysis of structural, mechanical, and electrical systems; review of construction plans; engineering calculations for structural analysis; failure analysis; feasibility studies; design of facility repairs; preparation of Design/Build RFPs; environmental studies for permit applications; design of underwater instrument arrays; documentation of findings; cost estimation for rehabilitation; construction schedules; maintenance action plans; underwater geotechnical surveying.

Task Order submissions may include inspection reports, engineering analyses, construction cost estimates, technical reviews, CAD drawings, BIM modeling, seismic vulnerability assessments, and more. Key personnel must include licensed engineers in relevant disciplines with specific qualifications for diving personnel.

Period of Performance
The contract will have a 60-month ordering period with an estimated start date in April 2026.

The work will be performed in CONUS Region 2, specifically in Maryland, Virginia, and Washington D.C.
