Amendment 0003 to solicitation FA481925R0009 Watercraft Operations and Maintenance.

The following changes will be made to the Watercraft Operations and Maintenance solicitation:
A. Attachment 10:
1. Attachment 10 due date is changed from 01 October 2025 to 15 October 2025.
B. Attachment 08 Addendum 52.212-1 instructions to offerors:
1. Section N, paragraph 4 Tables, Charts, Graphs and Figures is changed from 12 point font to 10 point font.
2. Included language to exclude table of contents and glossary from Volumes II and III, for overall page count.
3. Updated Volume II Tab 3, Technical Subfactor 2 - Security Clearance changed the refence to 3.4.2.2 & 5.1.1
4. Volume II - Technical, Page 7 Changed "(2) Technical Approach" and replaced with "(2) Security Clearances."
5. Volume II Tab 2 subfactor 1 Staffing Plan, a. removed "Functional Area" and replaced with "Labor Category".
6. Vol I Tab 2 Title Changed to reflect the narrative in Volume I section D. Tab 2.
7. Section T Vol 2 Tabs have been corrected to proper order.
8. Remove Mission Essential Services Plan from the evaluation criteria in Section T Volume II and include the language for Mission Essential Contractor Services
Plan into Section T Volume I Tab 6. Mission Essential Services Plan will no longer be evaluated under Technical Evaluation in Volume II.
9. The narrative of the Mission Essential Contractors Services Plan have been updated to reflect those of DFARS 252.232-7024.
10. Updated Volume II Tab 4 a. Quality Control Plan to include the following language, "The offeror will be required to submit a DRAFT copy of the Quality control
plan with their proposal."
C. Attachment 09 Addendum to 52.212-2 Evaluations:
1. Removed title language at 1.2 and language at 1.2(v).
2. Included language at 2.1 to read as "This is a subjective trade-off source selection and, for those Offerors who are determined to be technically acceptable, tradeoffs
may be made between past performance, and price in which competing offerors past performance information will be evaluated at approximately equal to
price."
3. Included language at Section 4 Technical Evaluation, "Evaluation will continue until ALL responsive proposals have been evaluated."
4. Removed Mission Essential Services Plan from Section 4 Technical Evaluation of the addendum.
5. Updated Section 4.3 Technical Subfactor 3: Quality Control Plan to include the following language, "The offeror will be required to submit a DRAFT copy of the
Quality control plan with their proposal."
6. Updated Section 6 Evaluation Methodology:
Step 1: Evaluate all proposals for responsiveness to the solicitation terms and conditions.
Step 2: Evaluate all responsive proposals for technical acceptability and past performance.
Step 3: Make a Best Value determination based on the offerors technical acceptability, past performance, and price.

Background
The 53d Weapons Evaluation Group (WEG) is responsible for providing aerial targets for lethality testing of major weapons systems and munitions programs under U.S. Code Title 10, Sec 2366. The group evaluates all USAF fighters, bombers, air-to-air missiles, and conventional precision guided munitions supporting DoD and Foreign Military customers.

The goal of the Watercraft Operations and Maintenance contract is to support the mission of the 53d WEG by ensuring operational readiness and maintenance of watercraft used in these evaluations.

Work Details
The contractor will perform a variety of tasks related to watercraft operations and maintenance as outlined in the attached Performance Work Statement (PWS). Key tasks include:
1. Perform Watercraft Operations and Maintenance for a duration of 12 months.
2. Provide Full Scale Aerial Target Mission Support, with a requirement of 30 units.
3. Conduct Sub-Scale Aerial Target Mission Support, with a requirement of 90 units.
4. Supply vessel parts as needed, with a Not to Exceed cost of $150,000.
5. Execute shipyard overhaul services with a Not to Exceed cost of $450,000.
6. Provide dockside/shop repairs with a Not to Exceed cost of $100,000.
7. Conduct training/travel activities with a Not to Exceed cost of $10,000.
8. Supply parts for Security Forces Squadron boat maintenance with a Not to Exceed cost of $8,000.
9. Perform dockside/shop repairs for Security Forces Squadron with a Not to Exceed cost of $2,000.
10. Execute haulout maintenance for Security Forces Squadron with a Not to Exceed cost of $4,000.

Period of Performance
The contract will be performed from June 1, 2026, to May 31, 2027.

Place of Performance
The work will be conducted at various locations as specified in the Performance Work Statement.
