The Naval Surface Warefare Center Carderock Division Detachment Norfolk (NSWCCDDN) intends to award a multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) with Firm Fixed pricing (FFP)/Cost-Plus-Fixed-Fee (CPFF) completion contract for the acquisition of watercraft industrial in support of the NSWCCDDN Combatant Craft Division's mission covering all phases of watercraft total life cycle industrial support to include construction, proof of design, model development and realization, fabrication, modernization, quick response capability, repair, overhaul quality assurance and testing using the policies and procedures of FAR Part 15, Contracting by Negotiation, FAR 16.306, Cost Contracts and FAR 16.5 Indefinite-Delivery Contracts. The terms used for all these functions will be construction, modernization and repair. An Advance Notice/Sources Sought Notice (N0016718RWIS) associated with this solicitation was posted on 29 June 2018 to identify interested sources and to obtain feedback on the draft Statement of Work. As a result of information obtain from responses to the Sources Sought Notice, this requirement will be solicited using full and open competition. The activity's small business office concurs with this determination. The North American Industry Classification Systems (NAICS) code applicable to this procurement is 336611. The size standard is 1,250 employees for Ship Building and Repairing. The Product Service Code is 1905.

The contractor shall have a local industrial facility (workshop/worksite), within a 30-mile radius of Gate 1 of Joint Expeditionary Base Little Creek (JEBLC) and/or Gate 6 of Naval Base San Diego (NBSD) with appropriate industrial capability to accomplish watercraft industrial support efforts.The Government intends to award up to six (6) contracts under this Solicitation. (possibly three contracts on East Coast and three contracts on the West Coast).

The performance period is a three year ordering period. The effective period for this acquisition is anticipated to be from 1 August 2019 through 31 July 2022.

The solicitation, any documents related to this procurement, and all amendments issued will be in electronics form. The SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this website https://www.fbo.gov under solicitation number N00167-19-R-0012. The solicitation is expected to be available on or around 7 March 2019.

All responsible sources may submit a proposal that will be considered by the Government. By submitting a proposal, the offeror will be self-certifying that neither the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
