A site visit is being held for this requirement on February 3, 2026 at 10 AM. Please follow the instructions in the site visit document attached.
This is a combined synopsis/solicitationfor commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) The solicitation FA468626QS008, is issued as a request for quotation (RFQ).
(iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06.
(iv) The associated NAICS code is 541620. This is being solicited as a 100% small business set-aside and the small business-size standard is $19M.
(v) A list of line item number(s) and items, quantities, and units of measure (including option(s), if applicable) is identified in Attachment 1- SF 1449.
(vi) The Government is seeking a qualified vendor to provide perform comprehensive inspection and testing of multiple water supply wells at Beale Air Force Base(AFB) is accordance with Attachment 1- Performance Work Statement.
(vii) Date(s) and place(s) of delivery and acceptance and FOB point is identified in Attachment 1- SF1449, Section F- Deliveries or performance schedules.
(viii) The provision at52.212-l, Instructions to Offerers-Commercial Products and Commercial Services, applies to this acquisition.
(ix) The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this acquisition and the specific evaluation criteria to be included is identified in Attachment 1, SF1449.
(x) Offerers shall include a completed copy of the provision at 52.212-3, Offerer Representations and Certifications-Commercial
Products and Commercial Services, with its offer.
(xi) The clause at52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.

Background
The potable water system at Beale Air Force Base (AFB) is supplied by seven groundwater wells, most of which were installed in the 1940s. The contract aims to conduct a comprehensive inspection and testing of five legacy wells to assess their current condition and develop a strategic plan for future repair, modernization, and maintenance activities. This solicitation is issued by the U.S. Air Force, emphasizing the need for qualified vendors to ensure compliance with modern standards.
Work Details
The contractor shall provide all personnel, design, labor, supervision, transportation, materials, testing, analysis, reports, permits, and equipment necessary to perform the comprehensive inspection and testing of multiple water supply wells at Beale AFB. Specific tasks include:
1. Comprehensive Well Assessment: Perform detailed inspections and testing to document the existing physical and operational condition of each designated well.
2. Standards Compliance Review: Identify conditions and components that do not meet current water well industry standards and applicable regulations.
3. Corrective Action Report: Deliver a detailed report outlining findings and providing prioritized corrective actions required for compliance with modern standards.
4. Legal and Regulatory Compliance: Ensure adherence to all applicable Federal, State, and local laws and regulations.
5. Coordination: Work closely with the 9th Civil Engineer Squadron (CES) water shop personnel for all aspects of inspection, testing, and maintenance.
6. Optional Repair Work: Include an option for repairing known deficiencies with the pump or downhole equipment for Well 5.
