Description

Sources Sought for subcontractor to provide a comprehensive water treatment program for cooling towers and closed loop systems at Jefferson Lab. The Subcontractor shall provide the chemicals, the handling of all chemicals, miscellaneous water treatment equipment, and consulting services as required for control of scale, corrosion, microbiological growth and slime in all heat transfer equipment and associated systems. These systems include the cooling tower systems, chilled water systems, and hot water systems. The scope includes routine testing of system water, inspection of equipment, maintenance of equipment, monitoring of chemical program effectiveness, and related consulting services.

Background
The Thomas Jefferson National Accelerator Facility (Jefferson Lab), managed by SURATech, LLC under contract with the United States Department of Energy, is seeking sources for a comprehensive water treatment program for cooling towers and closed loop systems. The goal of this contract is to provide mechanical system water treatment support to ensure efficient operation and maintenance of critical lab equipment.

Work Details
The Subcontractor shall provide a comprehensive water treatment program which includes:
- Chemicals for water treatment
- Handling of all chemicals
- Miscellaneous water treatment equipment
- Consulting services for control of scale, corrosion, microbiological growth, and slime in heat transfer equipment.

Specific systems involved include:
- Cooling tower systems
- Chilled water systems
- Hot water systems.

Scope includes:
- Routine testing of system water
- Inspection and maintenance of equipment
- Monitoring effectiveness of the chemical program.

Program Goals:
1. Minimize repair and maintenance costs associated with scale, corrosion, fouling or microbiological activity. The Subcontractor must demonstrate experience treating high skin temperature systems (up to 260°F).
2. Reduce fuel and electrical consumption through improved heat transfer efficiency.
3. Accurately monitor program results and communicate recommendations.
4. Ensure clean heat transfer surfaces free from scale, deposits, corrosion, and biological growth.
5. Conduct annual inspections of treated systems' equipment by the Subcontractor’s representative.

Period of Performance
The subcontract is for one (1) base year and four (4) option years, totaling a possible performance period of five (5) years.

Jefferson Lab, Newport News, Virginia.
