Description

Enclosed is a Request for Quotations (RFQ) for Water softeners maintenance & salt delivery. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 18 that follows this letter.

The U.S. Government intends to award a firm fixed price IDIQ to the responsible company submitting an acceptable offer with a trade-off evaluation. The Government may award a contract based on initial quotations without holding discussions; however, we may hold discussions with companies in the competitive range if necessary.

Quotations are due by Thursday July 16, 2026 at 2.00pm. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

Your quotation must be submitted electronically to BrusselsBids@state.gov. It is important to make sure the submission is made in specific size and format; Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.

In order for a quotation to be considered, you must also complete and submit necessary documents as described in Section 3 of the solicitation.

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror's proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.

Background
The U.S. Embassy in Brussels is seeking to award a firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract for water softeners maintenance and salt delivery services. This contract aims to ensure the proper functioning of water softeners at U.S. Government-owned or managed properties, including offices and residences in the Brussels Metropolitan area.

Work Details
The contractor will provide comprehensive annual maintenance for approximately 149 water softeners, which may vary during the contract period. Maintenance tasks include:

- Analysis of water quality before and after treatment;
- Inspection and cleaning of valves;
- Inspection of timers and hydraulic control systems;
- Cleaning of salt containers;
- Addition of required salt; and
- Final inspection of functionality.

The contractor may replace minor defective parts up to €125 without prior approval. Additional services may include standalone salt delivery or maintenance without salt delivery. A detailed annual maintenance schedule must be provided within 45-60 days post-award, and service reports must be submitted after each visit detailing technician arrival/departure times, service descriptions, water quality analysis results, parts used, and amount of salt added.

Period of Performance
The contract will be for a one-year period from the date of award with two additional one-year options available.

Place of Performance
Services will be performed at various locations owned or managed by the U.S. Government in the Brussels Metropolitan area.
