This is an Indefinite Delivery - Indefinite Quantity (IDIQ) non-personal services contract to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform drinking water, wastewater and/or stormwater sampling, sample stabilization, field analytical services, transportation, laboratory analytical services and reporting for US Army Garrison Fort Hunter Liggett. (USAGFHL).

Quotes shall be emailed to amy.e.lewellen.civ@army.mil. Quotes are due to the Government on or before the date/time listed on the solicitation in central time. It is the contractor's responsibility to ensure their quote is received by the due date and time. As an Addendum to FAR 52.212-1, contractor shall submit all items in accordance with the Supplemental Information by the solicitation closing date and time. The contractor SHALL provide all required documents with submission of quotes.

Background
This solicitation is for an Indefinite Delivery–Indefinite Quantity (IDIQ) non-personal services contract to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform drinking water, wastewater, and stormwater sampling, sample stabilization, field analytical services, transportation, laboratory analytical services, and reporting in support of US Army Garrison Fort Hunter Liggett (USAGFHL).

Work Details
The contractor shall perform drinking water, wastewater, and stormwater sample collection, sample stabilization, field analytical services, transportation, laboratory analytical services, and reporting in accordance with all US Federal, State, and local requirements and approved California State methods.

Tasks include:
- Develop Service Plan
- Develop Sampling Plan
- Develop Sampling Schedule
- Develop and maintain a Sample Tracking spreadsheet
- Prepare sampling tools and equipment
- Collect samples
- Perform water analysis
- Submit reports

The contractor shall create and maintain a Health and Safety Plan (HSP) and a Quality Control Plan (QCP), implement an effective Quality Control System, and comply with Quality Assurance surveillance. The contractor shall coordinate all site work with the Contracting Officer’s Representative (COR), attend post-award conferences and periodic progress meetings, and adhere to government-furnished property and services provisions.

Period of Performance
One base period of 12 months, four 12-month option periods, and a six-month option to extend services.

Place of Performance
Sample collection and field analysis at US Army Garrison Fort Hunter Liggett, CA; laboratory analysis and reporting at an accredited laboratory.

Bidder Requirements
Unrestricted (no SBA set-aside).

Offerors must propose key personnel including:
- Contract Manager
- Alternate Contract Manager
- Professional Engineer or Professional Geologist or Staff Scientist with full authority on contract matters and availability Monday–Friday 07:00–16:00 PST/PDT.

A list of key personnel with contact information must be submitted NLT 14 days before contract start and updated prior to any key personnel changes.

Contractor employees requiring access to Army installations must complete AT Level I awareness training within 10 calendar days of contract start.

Offerors must identify and mitigate any potential Organizational Conflicts of Interest.
