Background
The United States Army Medical Research Acquisition Activity (USAMRAA) on behalf of the Walter Reed Army Institute of Research (WRAIR) is seeking to procure a water purification system to meet increasing laboratory demands. The purpose of this requirement is to eliminate impurities from laboratory tap water to ensure appropriate chemical reactions in laboratory experiments. The Diagnostics and Countermeasures Branch (DCB) requires the removal and proper disposal of the existing Reverse Osmosis (RO) machine, as well as the delivery and installation of a replacement system with the goal of increasing the RO make up rate to the storage tank. The contract will also include consumable supplies and required maintenance to support the operation of the Neu Ion High Purity Water system, including quarterly prefilter replacements, semi-annual carbon filter replacements, semi-annual mixed bed DI Tank exchanges, annual UV bulb and sleeve replacements, semi-annual postfilter replacements, annual ventfilter replacement, priority dispatch, and quarterly written evaluation reports. Market research has been conducted, resulting in Neu-Ion being identified as the only vendor reasonably capable of meeting DCB’s needs.

Work Details
The contract requires procurement of a water purification system capable of meeting increasing laboratory demands. The system should be able to eliminate impurities from laboratory tap water to ensure appropriate chemical reactions in laboratory experiments. Specific tasks include the removal and proper disposal of DCB’s existing failing Reverse Osmosis (RO) machine, delivery and installation of a replacement system with the goal of increasing the RO make up rate to the storage tank, reusing existing water purification system components where possible, upgrading level controls to a more robust system, replacing old piping, minimizing dead legs to the sink for processing more samples, and providing preventative and emergency maintenance services for the new system. The period of performance for this contract is from 1 August 2023 to 31 July 2028 with a total value of $65,866.00 including option periods.
