Water Filtration Plant – Design, Supply, Installation, and Commissioning Services

Background
The U.S. Consulate General Cape Town is seeking a qualified contractor to design, supply, install, and commission a new potable water filtration plant. This initiative is aimed at replacing the existing system that was damaged during a recent flooding event. The goal of the contract is to ensure that the new water filtration plant meets U.S. Government and South African safety standards while providing safe drinking water compliant with local regulations.

Work Details
The contractor will be responsible for the following tasks:
- Engineering design of the water filtration plant including P&IDs, 3D layouts, and fabrication drawings.
- Procurement and supply of complete water filtration system equipment such as pumps, vessels, media, valves, controls, and instrumentation.
- Installation of 316 stainless steel piping, fittings, supports, and associated hardware.
- Electrical installation including distribution board connections, variable speed drives (VSDs), cabling, control wiring, and isolators.
- PLC programming and HMI configuration for control logic development and system integration.
- Installation and commissioning of instrumentation for pressure, flow, level sensors, and sampling points.
- Mechanical installation including equipment mounting, pump bases placement, anchoring, and balancing.
- Conducting testing and commissioning to verify water quality compliance with SANS 241 Drinking Water Standards.
- Providing training for government personnel on operation and maintenance of the filtration system.
- Submission of all required documentation including as-builts and operation & maintenance manuals.

Period of Performance
The period of performance will commence on the date of contract award and continue until completion and acceptance of all specified work.

Place of Performance
The construction projects will be performed at the U.S. Consulate General Cape Town located at 2 Reddam Avenue, Westlake.
