PROJECT DESCRIPTION

The project is the design of a repair of the existing water feature at the Wilkie D. Ferguson, Jr. U.S. Courthouse in Miami, Florida. A section of the original tile and tile setting bed of the sloped surface of the water feature has delaminated falling to the existing pool basin below. In addition, there is a persistent water intrusion present at this location originating from the water feature, through the foam board cavity and through the existing concrete and masonry substrate wall specifically at the Pump Room location.

GSA requires the services of a qualified Water Feature Architect to design a solution that provides for a new water feature with an alternate stainless steel finish material that will retain the original aesthetics as the original water feature.

SELECTION PROCESS

This is a Request for Qualifications (RFQ) of A/E Firms interested in contracting for this work governed by the Brooks Act and FAR 36. The A/E Firm as used in this RFQ means an individual, firm, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the project design. This selection process is based on qualifications first, then the firm selected as the most qualified firm will be issued a Request for Price Proposal to negotiate a fair and reasonable price to complete the design work.

Interested and qualified A/E firms, that are Small Businesses, should submit their qualifications addressessing the following evaluation factors to the Contracting Officer as outlined below:

Evaluation Factors:

  • Factor 1- Experience on similar water feature design projects; Submit up to three 3 similar projects that involved the design of a similar sized water feature that have been completed in the past 10 years. Provide an overview of the project, the overall size of the project, the location, project owner/client, the completion date, the overall cost of the project (design & construction), as well as a narrative addressing any challenges along the way. (Not to exceed 3 pages, 1 page per project).
  • Factor 2- Design approach for this project. Provide a narrative (not to exceed 2 pages) outlining your firm's approach to designing the repair of the existing water feature and how you will accomplish the goals of this particular project.

Qualifications are to be submitted as a single PDF attachment emailed to the Contracting Officer at joshua.norris@gsa.gov by the date and time indicated below. The PDF shall not exceed 5 pages of content.

ALL SUBMISSIONS ARE DUE by 2:00 PM Eastern on April 28th, 2023.

This contract will be procured under the Brooks Act and FAR Part 36. The government will not allow payment for travel, living expenses, computer time or hookups for the prime or the consultants during the selection process. This is not a Request for Proposals (RFP).

This is a total small business set aside. Submissions from other than small businesses will not be considered.
