Water and Wastewater Superintendent Services - Beltsville Agricultural Research Center

Background
The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), is seeking to award a contract for Water and Wastewater Superintendent Services at the Beltsville Agricultural Research Center (BARC) located in Beltsville, Maryland. Work Details
The contractor will be responsible for the supervision and overall management of operations and maintenance of BARC’s Water and Wastewater Systems, which include Water Wells, Raw Water System, Water Treatment Plant, Water Distribution System, Wastewater Collection System, and Wastewater Treatment Plants. Key tasks include:

1) Ensuring compliance with Maryland Department of the Environment (MDE) regulations;

2) Acting as the USDA BARC superintendent for all permit-related reporting to MDE;

3) Coordinating sample collection, storage, analysis, and documentation for various water and wastewater parameters;

4) Providing oversight for all sampling and lab services;

5) Reporting any permit violations or unauthorized discharges;

6) Preparing necessary permit documents for approval;

7) Advising on treatment process optimization based on sample analysis.

Period of Performance
The contract will be performed over a period of ninety (90) days with an option to renew for an additional ninety (90) days, totaling a potential maximum performance period of one hundred eighty (180) days.

Place of Performance
Beltsville Agricultural Research Center, Beltsville, Maryland.

Bidder Requirements
Bidders must ensure that all employees possess relevant OSHA certifications: a 'competent person' must be present at the work site at all times. All employees must have completed the 10-hour OSHA certified Construction Safety course, while supervisors are required to have completed the 30-hour OSHA training. Additionally, contractors must comply with ARS security management protocols.
