Background
The solicitation is a Request For Proposal, Solicitation No.N4008423R3600 for OPERATION AND MAINTENANCE (O&M) CONTRACT FOR THE WASTEWATER TREATMENT PLANT (WWTP) AT WHITE BEACH, OKINAWA, JAPAN. The contractor is required to be registered in SAM at the time their offer/quotation/bid is submitted.

Work Details
The contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the service to perform RECURRING service at White Beach, Okinawa, Japan. The contract includes multiple line items for both recurring and non-recurring services over different option periods. The planned mobilization/phase-in period is about 2 months with full performance beginning on 1 April 2023.
Proposals shall be priced only in Japanese Yen and payment will be made in Yen. The contract also includes clauses related to customs and tax exemption, consumption tax exemption procedures on purchase of goods and services by the United States Armed Forces in Japan, waiver of Defense Base Act, paperless contracting methods, and clauses incorporated by reference.

Period of Performance
The period of performance for the base period is from 1 April 2023 to 31 March 2024. Additionally, there are option periods for subsequent years up to 31 March 2028.

Place of Performance
The contract will be performed at White Beach, Okinawa, Japan.
