Background
U.S. Customs and Border Protection (CBP), part of the Department of Homeland Security, has a requirement for Waste Service Pickup to ensure the safe and regulatory compliant disposal of prohibited agricultural items seized during inspections at various ports of entry. This includes items such as fruits, vegetables, meat products, dairy products, wood products, and plants.

The average amount of APHIS-regulated garbage collected is approximately 280 pounds per week from the Port of San Diego and Shelter Island Harbor Police Dock, and 140 pounds per week from Brown Field Airport.

Work Details
The contractor will provide offsite service for the pickup and destruction of APHIS-regulated garbage at three locations: Terminal 2 of the San Diego International Airport, Shelter Island Harbor Police Dock, and Brown Field Airport. Specific tasks include:
- Providing five (5) standalone containers with a 95-gallon capacity for storage of waste.
- Picking up all containers containing APHIS-regulated garbage three times per week (Monday, Wednesday, Friday) and properly incinerating or steam-sterilizing the waste.
- Maintaining a current compliance agreement approved by USDA APHIS Plant Protection and Quarantine.
- Providing documentation confirming pickup and disposal upon request by CBP.
- Submitting weekly checklists to verify actions taken and a monthly report detailing pickups and disposals including dates and weights.

Period of Performance
The contract will be performed over a period of twelve (12) months from the time of award.

Place of Performance
The services will be performed at Terminal 2 of San Diego International Airport (3225 North Harbor Drive, STE 1240, San Diego, CA 92101), Shelter Island Harbor Police Dock (1401 Shelter Island Drive, San Diego, CA 92106), and Brown Field Airport (1424 Continental St., San Diego, CA 92154).
