Washington Metropolitan Area Transit Authority (WMATA) SmartBenefits Program Sole Source Justification Call Order

Background
The Washington Metropolitan Area Transit Authority (WMATA) is the sole source for the SmartBenefits Program, which is essential for the Department of Defense NCR Mass Transit Benefits subsidy program. WMATA is uniquely qualified to perform the master database functions necessary for operating this program, making it the only organization capable of fulfilling these requirements. The contract aims to eliminate third-party costs previously incurred by DISA through DOT/TRANSERVE services.

Work Details
The SmartBenefits Program allows employers to allocate monthly commuting benefits directly to reusable and rechargeable Smart Trip cards for employees. WMATA manages this program and regulates the fare machines, databases, and bus and rail systems used in conjunction with it. The program includes:

1) Providing access to Metro commuting stations throughout the NCR;
2) Managing the master database functions required for SmartBenefits;
3) Offering electronic auto load and reloadable capabilities for employers;
4) Supporting a fluctuating participant base, currently estimated at 400 employees due to recent increases in workforce participation following a return-to-work initiative.

Period of Performance
The contract will cover one base year plus two option years, totaling three years.

Place of Performance
The services will be performed within the National Capital Region (NCR), specifically in areas served by WMATA's Metrorail and Metrobus operations.
