Warrant Officer Career College (WOCC) Institutional Contract Instructors (ICI)

Background
The MICC Ft. Novosel AL is conducting market research to identify parties interested in supporting the requirement for Warrant Officer Career College (WOCC) Institutional Contract Instructors (ICI). The U.S. Army Warrant Officer Career College (USAWOCC) provides initial military training and professional military education to enlisted Soldiers and Army warrant officers. The goal of this contract is to procure instructor services on a competitive basis, ensuring that course content remains relevant and sequential with evolving military doctrine.

Work Details
The Contractor shall provide Institutional Contract Instructors (ICI) to support the USAWOCC's Professional Military Education (PME) and Initial Military Training (IMT). Specific tasks include: delivering instruction in leadership, international strategic studies, joint operations, history, and management systems; maintaining instructional relevancy; and adhering to a lesson plan from an approved program of instruction.

The instructors will support various courses including the Warrant Officer Intermediate Level Education (WOILE), Warrant Officer Senior Service Education (WOSSE), and Warrant Officer Candidate School (WOCS). The WOILE Course consists of five-week resident phases with a maximum class size of 60 students, while the WOSSE Course includes both distance learning and four-week resident phases. The WOCS prepares enlisted Soldiers for appointment as WO1s over five-week resident phases with class sizes varying from 50 to 96 students. The contractor is expected to provide a minimum of 120 hours of instruction weekly across three assigned instructors.

Period of Performance
Base Year: 20 September 2025 through 19 September 2026; Option Year I: 20 September 2026 through 19 September 2027; Option Year II: 20 September 2027 through 19 September 2028; Option Year III: 20 September 2028 through 19 September 2029; Option Year IV: 20 September 2029 through 19 September 2030.
