NOTICE OF INTENT TO AWARD SOLE SOURCE:

The US Army Corps of Engineers, New Orleans District intends to award a sole source contract award to Building Control Sysetms, L.L.C., CAGE: 31YX6, 818 Hickory Ave, Harahan, LA 70123 for Warehouse 3 HVAC Replacement. NAICS Code is 238220 - Plumbing, Heating, and Air-Conditioning Contractors with a Small Business Size Standard of $19.0M. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements
above, may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by 01 May 2026, at 11:00 AM, local time. Responses shall be submitted via email to Taylor.H.Brandon@usace.army.mil. Telephone requests or inquiries will not be accepted.

Background
The US Army Corps of Engineers, New Orleans District intends to award a sole source contract to Building Control Systems, L.L.C. for the Warehouse 3 HVAC Replacement project. The goal of the contract is to upgrade the HVAC system in Warehouse 3 located at the USACE New Orleans District Facility.

Work Details
The scope of work includes the installation of six new 4-ton Energy Star Certified heat pump split systems in Warehouse 3. The units will be suspended above the ceiling and ducted with flexible materials to control humidity and space temperature. Condensers will be installed on the side of the building.

The contractor is responsible for providing all equipment, materials, supplies, and labor necessary to complete this work. All work must comply with applicable installation and facility local security policies and procedures, as well as federal, state, and city building code requirements. The contractor must also ensure that all personnel undergo background checks and comply with personal identity verification requirements.
