WAPA Boat Rental & Captain Service

Background
The National Park Service (NPS) is seeking boat rental and captain services to support marine water quality sampling, coral reef and marine fish surveys at the War in the Pacific National Historical Park (WAPA) in Guam. The NPS has been implementing marine monitoring protocols since 2006, and the use of a boat and SCUBA are required for data collection. The estimated period of performance for the base year is from 05/01/2024 to 04/30/2025.

Work Details
The contractor is required to provide a 20-foot minimum outboard motorboat/charter with a captain, fuel, personal flotation devices, and all necessary equipment for marine water quality sampling, coral reef and marine fish surveys. The contractor shall transport NPS staff or partners to nine water quality sites in October, November, or December and up to four NPS divers to 30 coral reef and fish transect sites and nine water quality sites once per year in May or June. The contractor is responsible for obtaining all necessary permits, licenses, and insurance. Additionally, the contractor shall develop and maintain a Quality Control Plan to ensure services are performed according to commonly accepted commercial practices.

Period of Performance
The estimated period of performance for the base year is from 05/01/2024 to 04/30/2025. There are also option periods for subsequent years: Option Year 1: 05/01/2025 to 04/30/2026; Option Year 2: 05/01/2026 to 04/30/2027; Option Year 3: 05/01/2027 to 04/30/2028; Option Year 4: 05/01/2028 to 04/30/2029; and a 6-month Optional Extension: 05/01/2029 to 10/31/2029.

Place of Performance
The contract work will be performed at the War in the Pacific National Historical Park (WAPA), Guam.
