You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) / Wallops Flight Facility (WFF) Wallops Range Contract (WRC) solicitation. The principal purpose of the WRC is to acquire Wallops Range operations and maintenance; support services; training; command, control, communications, information, and computer systems services; testing, modifying, and installing communications and electronic systems at launch facilities, launch control centers and test facilities; range sustaining engineering services, and ground operations support for the Range and Mission Management Office, NASA Code 840. WRC services will be performed at multiple locations including NASA WFF, Poker Flat AK, Bermuda. Alternate places of performance such as Andoya Space Center, Andenes, Norway (ASC), Reagan Test Site, Kwajalein Atoll, Equatorial Launch Australia (ELA), Nhulunbuy, Australia French Guiana Coquina, North Carolina and additional locations as specified in individual task orders. The WRC is a follow-on to the Range Operations Contract II (ROC-II).

This competitive procurement will result in a Hybrid Core/Indefinite Delivery Indefinite Quantity (IDIQ), Cost-Plus-Fixed Fee (CPFF) contract for Services. The SOW contains both Core and IDIQ requirements. There are two areas of Core requirements: Program Management and Range Maintenance and Sustainment. There is one area of IDIQ requirements: Range Operational Support. The contract will have a period of performance/effective ordering period of 5 years from the contract effective date.
