Background
The Little Pend Oreille National Wildlife Refuge (NWR) is seeking to replace two propane-powered furnaces and accompanying AC units that service the headquarters office. The existing units are inefficient and have surpassed their functional lifespan, contributing to unnecessary carbon emissions. This project aligns with the objectives of the Department of the Interior and the U.S. Fish and Wildlife Service to enhance energy efficiency and reduce carbon emissions in Refuge facilities.

Work Details
The contractor will be responsible for the removal of the existing furnaces and AC units, and installation of two new high-efficiency electric/gas furnace and heat pump systems. These systems must be capable of operating in temperatures as low as -20 degrees Fahrenheit while maintaining electric functionality at 0 degrees Fahrenheit. Additionally, the contractor will install any necessary ducting and appurtenances within the headquarters building located at 1310 Bear Creek Road, Colville, WA 99114.

The work includes:
1. Task 1 – Base Bid: HVAC System Replacement
2. Task 2 – Option 1: System Balancing
3. Task 3 – Option 2: Ductwork Repair/Replacement
4. Task 4 – Option 3: Damper Inspection and Integration.

Period of Performance
The period of performance for this contract is from August 12, 2024, to October 15, 2024.

Place of Performance
The construction projects will be performed at Little Pend Oreille National Wildlife Refuge, specifically at the headquarters located at 1310 Bear Creek Road, Colville, WA 99114.
