ALL SUBMISSIONS TO THIS BID ANNOUNCEMENT SHALL BE SUBMITTED ELECTRONICALLY. No paper copies, CD-ROMs or facsimile will be accepted. Electronic Proposals Submission is required through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module https://wawf.eb.mil/.

Proposals are due on Tuesday 23 May 2023 by 12:00 PM Eastern Time.

DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District is issuing an Invitation for Bid (IFB) W912QR23B0004 for dry docking and dockside services on a maintenance crane barge for use by Olmsted Locks and Dam in Olmsted, IL.

TYPE OF CONTRACT AND NAICS: This IFB will be for one (1) Firm-Fixed-Price (FFP) commercial services contract. The North American Industrial Classification System Code (NAICS) for this effort is 336611, Ship Building and Repairing.

TYPE OF SET-ASIDE: This acquisition will be listed as a Full and Open Procurement. In accordance with Federal Acquisition Regulation 19.1307, this project requires the HUBZone 10% price evaluation.

SELECTION PROCESS: This is a sealed bid Part 14 Procurement. The bids will be evaluated based on the lowest total evaluated price (base plus all options).

DISCUSSIONS: The Government intends to award without discussions.

SPECIAL INSTRUCTIONS:Site Visit information for this project is available in the Performance Work Statement under Section C of the SF 1449. Technical inquiries and questions relating to the proposal procedures or bonds are to be submitted via Bidder Inquiry in ProjNet at http://projnet.org/projnet. Please see ProjNet Instructions for further guidance. Bid Opening procedures are specified in the the E-Submission Instructions Section. The term bid and proposal are used interchangeably in industry and may be used interchangeably throughout the solicitation.

REGISTRATIONS:Offerors shall have and shall maintain an active registration in the following database:System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.

Background
The U.S. Army Corps of Engineers (USACE) Louisville District is issuing an Invitation for Bid (IFB) W912QR23B0004 for dry docking and dockside services on a maintenance crane barge for use by Olmsted Locks and Dam in Olmsted, IL. The contract will be for one (1) Firm-Fixed-Price (FFP) commercial services contract. In accordance with Federal Acquisition Regulation 19.1307, this project requires the HUBZone 10% price evaluation.

Work Details
The maintenance and repair work to be performed under this contract includes transporting the barge from Olmsted, IL to the contractor’s dry dock facility, cleaning the entire hull exterior, checking hull plating thickness, cutting out sections of the deck and installing a new steel foundation for the crawler crane, providing and installing two new deck hatches in the ballast tanks, gas-freeing, cleaning, and painting the ballast tanks, painting of the hull, pipe chase renovation, removal of spuds, inspection of spud wells while on dry dock, reinstallation of spuds, Conex box renovations including supply and install new rubber tile floor, new light fixtures, new man doors, and all windows. All 4 conex boxes shall include new individual split unit heat and air conditioners. Discard the existing window unit AC Units and place a sealed steel patch over the existing opening. Finish the interior to provide insulation and wall covering over the existing opening. Units shall be sized to provide a 65F cooling room temp in temperatures up to 140F, and a 72 F heating temp in temperatures as low as 10F. Units shall have backup heating elements. Each unit shall be controlled inside the individual conex.

Period of Performance
The successful bidder is expected to perform the work in 360 calendar days from issuance of Notice to Proceed. Liquidated Damages shall be assessed if work extends beyond the established Period of Performance of 370 calendar days.

Place of Performance
The barge is currently moored at the USACE Louisville District Olmsted Lock & Dam located at 634 New Dam Road, Olmsted, Illinois 62970.
