Background
The United States Property Fiscal Office (USPFO) is acting on behalf of the West Virginia Army National Guard (WVARNG) to procure concrete forms, slabs, and blocks. The goal of this contract is to fulfill specific construction needs for the WVARNG, ensuring that all specifications are met under a lowest priced technically acceptable (LPTA) evaluation process. This solicitation is set aside for 100% small business participation.

Work Details
The contract requires the following products:
- **Concrete Forms**: 5’x5’x6” square pads with a compressive strength of 3,000 psi, featuring #3 rebar centered 6 inches from outer edges, broom finish, and a non-coated steel cable handle on top edge-centered for forklift movement. The cable must be made of 304 stainless steel and tied off to the perimeter rebar. Quantity required: **84 slabs**.

- **Full Cinderblocks**: Standard cinder blocks measuring 8” x 8” x 16” with hollow cores. Quantity required: **700 blocks**.

- **Half Cinderblocks**: Measuring 8” x 8” x 8”, also with hollow cores. Quantity required: **100 blocks**.

- **Concrete Slabs with Angled Steel Edges**: These slabs should create a tight-fitting box on corners and edges, reinforced with #3 rebar throughout and equipped with a non-coated steel cable handle for forklift movement. Quantity required: **4 slabs**.
