This is a synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W912L7-26-Q-0533 and is issued as an Request for Quote), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01 effective 13 MARCH 2026. The associated North American Industrial Classification System (NAICS) code for this procurement is 722320 Caters with a small business size standard of $47M. This requirement is Small Business.

This is a Request for Quote (RFQ) for the 278th RSS Meals for 5 locations in TN. The period of performance is 11-27 JULY 2027

Please send in your quote by TUESDAY 23JUNE2026 @ 11:00 am CST/12pm EST .

All responsible sources may submit an offer, which shall be considered by this Agency. The following clauses are applicable to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52-212-2 Evaluation Commercial Items, FAR 52-212-3, Online Reps and Certifications, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, FAR 52.225-1 and Buy America Act Supplies.

5.0 Requirements: The contractor shall:

1. 1. Meals: Total meals for each day is below and broken down on the attached Excel Meal Roster. 11 JULY 2026- 27 JULY 2026

See dates below, the unit request Individual Meals delivered to the unit (each address is on the Excel sheet)

First day--- dinner

In between---breakfast, and dinner

• Delivery Meals will be delivered to the armory (
• Please fill in the attached Meal Roster with the final price. The federal government request the per-diem rate.

The Federal Govt is tax exempt. A Tax-Exempt form will be provided at time of award.

This will be awarded as 1 contract for ALL locations.

REQUIREMENTS TO RETURN WITH QUOTE

52.212-2 EVALUATION - COMMERCIAL ITEMS: As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers

a. Technical, facility must be able accommodate the delivery of the meals and on time to each location.

b. Provide menu

c. One Award will be issued, If unable to complete all locations, please fill in the Excel sheet with the locations you can fulfill.

d.. Price

e. Sam record MUST SAY ALL AWARDS Quote will not be accepted if SAM states otherwise. MUST BE IN USA ONLY No quotes will be accepted outside of USA.

Technical and Price, when combined, are more important than Past Performance. Price is a non-cost factor

1. Third Party vendors requirements:
   • Vendor will provide agreement with proof of meals included. Quote must be good for 30 days.
2. Vendor must have 722320 Caters NAICS Code
3. Vendor must submit Quote on time in order to be consider in award process.
4. Vendor must comply with the Solicitation and RFQ pricing template in order to be considered for award.
5. Award will be based on Technical and Price that is most advantageous to the Government and ability to comply with the Solicitation.
6. Invoicing/Billing will be done electronically through WAWF-Wide Area Workflow - https://wawf.eb.mil/ after event has been completed.
7. Award/Contract is a firm fixed price contact. Notification of award or acceptance of an offer will be emailed to the contractor.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Not Applicable -No Options

(c) -A written notice of award or acceptance of an offer, emailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
