PURPOSE OF THIS ANNOUNCEMENT:
This is a market survey for additional information and planning purposes. The US Government intends to solicit and acquire services as described within this announcement. The purpose of this announcement is to help determine the interest and capability of potential contractors to perform these services. The US Government intends to use information obtained in response to this announcement to make important acquisition planning decisions.
This is not a Request for Proposal (RFP) and is not to be construed as a commitment by the US Government, implied or otherwise, to issue a solicitation or award a contract.
INFORMATION ABOUT THE SERVICES TO BE PROCURED :
The US Army Corps of Engineers (USACE), Europe District plans to solicit proposals for a design-build construction contract to completely renovate thirteen four-story stairwell apartment buildings at Smith Barracks, Baumholder, Germany. The USACE plans to include a concept level (35%) design in the contract solicitation, with the intent to award a single construction contract to a design build construction contractor that will complete the 100% design and construct the project.

PLANNED SOLICITATION INFORMATION:
A pre-solicitation announcements will follow this market survey, and the solicitation announcement(s) will follow no sooner than 15 days later. The solicitation will be a two-phase design-build solicitation in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3. Currently it is estimated that the first solicitation phase will be announced in February 2021 and the second phase will be announced in May 2021. The first solicitation phase will be subject to full and open completion. The second phase of the solicitation will be open only to those firms determined as the most highly qualified during the first phase. As the work will be performed outside of the continental U.S. no small business set-asides or socioeconomic preference of any sort will be granted.
PLANNED CONTRACT INFORMATION:
The resulting contract will be a single Design-Build, Firm Fixed Price (FFP) construction contract.
ESTIMATED VALUE OF THE CONTRACT:
The estimated contract value is between $50,000,000 and $100,000,000 (USD).
PERFORMANCE PERIOD:
The anticipated contract duration is between three and four calendar years, including the complete design and the entire construction project.

Prospective Offerors are encouraged to respond to this announcement in order to express their interest performing these services and describe their capabilities. At a minimum, responses should include:
- A completed questionnaire (attached to this announcement) including basic company information, company point of contact information including phone and email, and any early input you may have pertaining to risks and concerns with the described approach. NOTE: Companies MUST be SAM registered to be eligible for award of any contracts for these services. See special SAM notice below.
- A completed questionnaire (provided as a MS Excel file attachment to this announcement).
- A narrative capability statement including reference to other completed projects that demonstrates how your firm is qualified to accomplish the design-build construction services required for this project.

Responses will be actively accepted for until 09 December 2020 and important acquisition planning decisions will be made shortly thereafter. Late responses may be submitted for consideration via email, but interested firms are encouraged to submit their responses as soon as possible.
INFORMATION RESOURCES ON HOW TO REGISTER TO BE ELIGIBLE AS A CONTRACTOR WITH THE US GOVERNMENT
In order to do business with the US Government as a contractor, a company must be registered with the System for Award Management (SAM, www.sam.gov). In order to register on SAM, a company must obtain a NCAGE code and a DUNS number. You can apply for an NCAGE code and a DUNS number simultaneously, but both must be obtained in order to register on SAM. The USACE Europe District has completed an Online Industry Day presentation that offers useful information for companies interested in doing business with us on design and construction projects, and it is posted to the USACE Europe District website at the following web link: https://www.nau.usace.army.mil/Business-With-Us/Contracting/Industry-Event/. The online presentation contains detailed information on how to register to do contract work for the US Government, how to read and understand a USACE solicitation, and how to do construction work for the USACE. You'll notice the page has a few main features:
- A narrated video presentation with useful information for design and construction firms interested in doing business with the USACE Europe District (the video itself is housed on YouTube).
- A downloadable Adobe PDF version of the presentation this is the same material but it is small enough to email in most cases, and is in copy/paste format and with live hyperlinks throughout.
- A link to beta.sam.gov where many Europe District Contract Opportunities can be found.
- An invitation to submit questions. There will be a FAQ page linked there as questions come in.

SPECIFIC INSTRUCTIONS HOW TO REGISTER TO BE ELIGIBLE AS A CONTRACTOR WITH THE US GOVERNMENT:
- NCAGE Code. An NCAGE code is a five-character ID number used by the US Government to identify international companies. All non-US firms must obtain an NCAGE code. How does your company obtain an NCAGE Code? If you are a vendor located outside the United States, one can be obtained at no cost by visiting https://eportal.nspa.nato.int/AC135Public/CageTool/home. Generally it takes approximately 24-48 hours to obtain an NCAGE code.
- DUNS Number. A DUNS number is a unique nine-digit identification number for each physical location of a business. How does your company obtain a DUNS number? Go to the following web location to obtain a DUNS number at no cost: https://fedgov.dnb.com/webform/. Generally it takes approximately 7-10 business days to obtain an DUNS number.
- SAM Registration. The System for Award Management (SAM) is a registration database required for all US Federal Government Contracts and where you will find contract opportunities all over the world.
