PROJECT DESCRIPTION: Request for Proposal (RFP) W912GB21R0011 is attached for a Design-Build renovation of thirteen 1950s era, four-story stairwell apartment buildings on Smith Barracks in Baumholder, Germany. The renovations will reconfigure the existing facilities to combine and right-size 184 existing Army Family Housing (AFH) dwelling units (DU) and bring them in line with AFH standards for DU square footage. The objective of the renovations is to achieve the AFH program objective to accomplish a Whole Neighborhood Revitalization (WNR) on Smith Barracks. The project is supported by the results of the European Infrastructure Consolidation (EIC) report, confirming that Baumholder is an enduring installation.

TYPE OF CONTRACT: The USACE NAU is soliciting and awarding a single stand-alone Design-Build (DB) Firm-Fixed Price (FFP) contract for the construction of the Army Family Housing at Baumholder, Germany.

TYPE OF SET-ASIDE: This acquisition is an unrestricted action under full and open competitive conditions. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS.

SELECTION PROCESS: This is a two-phase procurement. The proposals will be evaluated using a Best Value Trade-Off source selection process, resulting in a Firm-Fixed-Price contract award to a single offeror who demonstrates the best value to the Government, considering all non-price (technical) and price factors. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussions should it be determined to be in the Government's best interest.

CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $25,000,000 and $100,000,000, in accordance with DFARS 236.204.
