Background
The project is initiated by the U.S. Army Corps of Engineers (USACE) to install a new emergency closure system at the Hiram M. Chittenden Locks, located in Seattle, WA.

The primary mission of this project is to prevent the loss of water pool in the event that the lock miter gates are damaged and unable to function properly. The emergency closure system will consist of a closure structure along with all necessary equipment for its installation in rapidly flowing water.

Work Details
The scope of work includes several construction tasks as outlined below:
1. Mobilization/Demobilization: Preparation and setup for construction activities.
2. Demolition and Disposal: Removal of the existing emergency closure system (ECS).
3. Furnishing and Installing New Crane: Providing and setting up a new crane for operational needs.
4. Furnishing and Installing Bulkhead: Construction of a bulkhead as part of the closure system.
5. Furnishing and Installing Recess Bearing Plate: Installation of bearing plates necessary for structural support.
6. Furnishing and Installing Bulkhead Support Frame: Building a support frame for the bulkhead.
7. Furnishing and Installing New Electrical Features: Implementing electrical components required for operation.
8. Load Testing: Conducting no load and load testing to ensure functionality and safety.
9. On-Site Training: Providing training for personnel on the new systems installed.
10. Operations & Maintenance (O&M) Manuals: Preparing manuals detailing operations and maintenance procedures.
11. As-Built Drawings: Creating drawings that reflect the final constructed state of the project.
