Description

This is a project labor agreement survey only. This is not a request for proposal, request for quote, or invitation for bid. There will not be a solicitation, specifications, or drawings available at this time.

This is a SPECIAL NOTICE. No proposals are being requested or accepted with this notice. The Corps of Engineers, Mobile District, is soliciting comments from the construction community addressing the potential use of Project Labor Agreements (PLA) for a large-scale construction project (exceeding $25 million) at Tyndall Air Force Base, FL. This market survey is being posted for the D/B of the F-35 Munitions Storage Facilities, Tyndall AFB, Florida (Bay County).

Description of Work:

As a result of the new F-35 mission at Tyndall AFB, FL, new facilities will be required to support munitions maintenance, storage and delivery. The existing Trailer Maintenance Facility requires an addition in order to maintain up to 100 additional pieces of trailer equipment as well as an administrative and maintenance bay addition totaling 1,500 SF and a concrete pad.

In addition to the above, the F-35 mission requires construction of four igloos; new Admin w/ parking; aircraft support equipment storage facility; aircraft support equipment yard and a missile assembly shop for the F-35 mission. This project includes additions to building 7026 (4,800 SF), building 7020 (6,00 SF), building 7025 (2,640 SF) and building 7028 (7,172SF) and the construction of a new Munitions Assemble Conveyor pad facility.

The existing Munitions Assembly Conveyer (MAC) pad was damaged and the adjacent sunshade was destroyed. The pad and sunshade are required for munitions assembly.

A 1,667 SY asphalt parking lot adjacent to the existing lot is required to accommodate up to 40 cars. This lot should provide striping, curbing, drainage, and lighting.

A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f).

Accordingly, Offerors are requested to respond to this Special Notice regarding PLA with the following information:

1) Do you have knowledge that a PLA has been used in the local area on projects of this kind? If so, please provide supporting documentation.

2) Are you aware of skilled labor shortages in the area for those crafts that will be needed to complete the referenced project? If so, please elaborate and provide supporting documentation where possible.

3) Are you aware of time sensitive issues/scheduling requirements that would affect the rate at which the referenced project should be completed? If so, please elaborate and provide supporting documentation where possible.

4) Identify specific reasons why or how you believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement.

5) Identify specific reasons why you do not believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement.

6) Identify any additional information you believe should be considered on the use of a PLA on the referenced project.

7) Identify any additional information you believe should be considered on the non-use of a PLA on the referenced project.
