W911RX-26-Q-A0520001: Ft Bliss Catholic Priest Services

Background
The U.S. Army Mission and Installation Contracting Command, Installation Support Division at Fort Riley, Kansas, is issuing this solicitation for Catholic Priest Services at Fort Bliss, Texas. This contract aims to provide spiritual support to the Catholic population at Fort Bliss, aligning with the mission of the Army Chaplain Corps Activities as defined under Army Regulation 165-1.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform Catholic Priest services as defined in the Performance Work Statement (PWS). The contractor must ensure that all priests are ordained by the Roman Catholic Church and endorsed by the Archdiocese for Military Services (AMS). Services include: conducting regular and special Catholic masses, administering sacraments and confessions, advising Chaplaincy personnel as a subject matter expert on Catholic matters, and complying with policies defined in the Minimum Requirements for the Pastoral Care of Catholic Personnel published by AMS. All priests must be in good standing with their diocese or religious order and complete required training prior to service.

Bidder Requirements
Bidders must provide a resume indicating that the priest is an ordained Catholic Priest endorsed by AMS prior to contract performance. Additionally, all priests must have completed 'Virtus' training mandated by the United States Conference of Catholic Bishops before ministering to children.
