Background
The U.S. Air Force at Selfridge Air National Guard Base, Michigan, seeks to award a firm-fixed-price contract to repair and restore a damaged underground storm sewer on George Avenue in the 340 District. The existing clay piping has collapsed due to tree root penetration, causing flooding, and must be replaced to restore normal drainage.

Work Details
The contractor shall provide all personnel, equipment, tools, materials, permits, insurance, and supervision necessary to perform the following tasks in accordance with the contract drawings and specifications:

• Excavate and remove approximately 400 feet of existing damaged clay storm sewer piping and associated electric pump equipment.
• Furnish and install new drainage pipe between storm sewer segments as outlined in the Statement of Work and project drawings.
• Backfill excavations, compact fill material, and restore site conditions as required by the contract specifications.
• Develop, submit, and implement a contractor Quality Control Plan (QCP) to ensure compliance with performance standards; maintain QC records.
• Cooperate with Government Quality Assurance under the Quality Assurance Surveillance Plan (QASP); address all corrective actions and non-recurring defects.

Period of Performance
Services shall be completed within 60 days of contract award.

Selfridge Air National Guard Base, Harrison Township, Michigan 48045.

Bidder Requirements
100% Small Business Set-Aside.
Bid bond required for proposals over $150,000 (SF Form 24).
Performance bond required for awards over $150,000.
Payment bond or alternative payment protection required for awards over $35,000.
Prospective bidders are highly encouraged to attend the pre-bid conference and site visit.
Joint ventures must submit a joint venture agreement.
Offerors must be licensed and experienced in water and sewer line construction.
