As previously advised, under synopsis/posting for W15QKN-19-R-0115, the U.S. Army Contracting Command New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems, intended to issue Request for Proposal (RFP) for the manufacture and deliver of the Modular Artillery Charge System (MACS) M231/M232-series Combustible Case Assemblies for the 155MM Propelling Charges as a Sole Source to Armtec Defense Products, Coachella, CA. Due to Fiscal Year (FY) change, the new Request for Proposal (RFP) number is W15QKN-20-R-0012.

The Government intends to award a Single Award, Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract, on a Firm Fixed Price (FFP) basis. Delivery Orders may be awarded under this contract for five years from the date of basic contract award. The Government utilized FY20-25 requirements for a maximum contract ceiling amount of approximately $107.1M, with an estimated maximum ordering quantity of 773,280 units (M231) and 1,477,680 units (M232-series).

The MACS consists of two solid propellant charges, the M231 (low-zone) and the M232-series (high-zone), and their associated packaging. The charge system provides a complete zoning solution for the 155mm artillery applications by using multiples of the basic modules. The bottom-charge M231 is fired either singly (Charge-1) or in pairs (Charge-2) from all cannon systems. The top-charge M232-series is fired in multiples of 3, 4 or 5 in currently fielded weapon systems. Each of the Combustible Case Assemblies are a component of each charge. The Combustible Case Assemblies are key to the technology for the MACS because they burn cleanly, use environmentally compliant ingredients, have an exterior coating that enables the MACS to withstand limited out-of-pack exposure, and has a rigid case that allows for automatic handling and loading.

Contractors must be registered in the System for Award Management (SAM) database by accessing the SAM web site at http://beta.sam.gov in order to be eligible for contract award.

The MACS M231/M232-series Combustible Case Assemblies will be in accordance with Government Technical Data Packages (TDPs). The TDPs are coded as Distribution Statement F (Further dissemination only as directed by PM CAS) and will be made available once the solicitation has been released for this effort. A completed Military Critical Technical Data Agreement (AMSTA-AR Form 1350), and a completed Non-Disclosure Agreement (NDA) will be required prior to consideration to receiving the TDP. The point of contact for the TDP request will be Ms. Aja Barnett, at aja.m.barnett2.civ@mail.mil.

Point of contact for this notification and any requests/questions may be directed, via email ONLY, to Ms. Aja Barnett, at aja.m.barnett2.civ@mail.mil. Telephone inquiries will not be accepted.
