Background
The Army Contracting Command – Aberdeen Proving Ground (ACC-APG) intends to award a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Command Post Integrated Infrastructure (CPI2) Increment 1.
CPI2 provides a scalable, integrated mobile Command Post infrastructure solution that enables mobility, survivability, dispersion, and Mission Command at Corps, Division, Brigade, and Battalion echelons and Mobile Command Groups for Corps and Division.

Work Details
- Production and delivery of Main Command Posts (MAIN) and Tactical Command Posts (TAC) at Corps, Division, Brigade, and Battalion echelons and Mobile Command Groups (MCG) for Corps and Division.
- Full-Rate Production (FRP) of Command Posts in accordance with the Government’s Technical Data Package (TDP).
- Integration of Government-furnished equipment: Unified Voice Management System (UVMS), Secure Wireless Mesh Remote Endpoint (SWMRE), Advanced Medium Mobile Power Source (AMMPS), Command Post Display Screen (CPDS).
- Incorporation of approved Commercial and Government Off-The-Shelf (COTS/GOTS) and Government Programs of Record (PoR) systems.
- Platforms include Family of Medium Tactical Vehicle (FMTV), Stryker, Armored Multi-Purpose Vehicle (AMPV), and Joint Light Tactical Vehicle (JLTV).
- Engineering services: digital engineering, field engineering support, Engineering Change Proposal (ECP) management, testing (First Article Test, Production Acceptance Testing, Production Qualification Testing), and Technical Data Package updates.

Period of Performance
One five-year ordering period with one five-year option period (total potential performance period of ten years).
Anticipated fielding from FY25 through FY35.

Place of Performance
Primarily at contractor facilities with required travel and performance at Government facilities in CONUS:
Aberdeen Proving Ground MD; Tobyhanna Army Depot PA; Fort Campbell KY; Fort Bragg NC; Fort Drum NY; Fort Riley KS; Fort Carson CO; Fort Stewart GA; Fort Hood TX; Fort Bliss TX; Fort Polk LA; Fort Gordon GA; Fort Irwin CA; Joint Base Lewis-McChord WA; Anniston Army Depot AL; Fort Benning GA; other designated CONUS sites.
OCONUS:
Fort Wainwright AK; Schofield Barracks HI; Fort Richardson AK; South Korea; Germany; Okinawa Japan; Italy; Poland; and other designated OCONUS sites.

Bidder Requirements
Single-award IDIQ to one qualified offeror. Offerors must have an adequate accounting system (DCAA approved or submit Preaward Accounting System Adequacy Checklist). Must submit Past Performance Questionnaires with CPARS references; offers without CPARS or completed questionnaires are ineligible.
Organizational Conflict of Interest (OCI) Mitigation Plan required if applicable. Large businesses must provide a Small Business Subcontracting Plan; all offerors must propose small business participation levels and identify small business categories (SDB, WOSB, HUBZone, VOSB, SDVOSB). Offerors must agree to a two-year warranty on contractor-furnished equipment and workmanship as specified.
