Background
The Department of Veterans Affairs (VA) is seeking to lease mail meter equipment for the VA Maine Healthcare System located in Augusta, ME. The goal of this contract is to enhance the efficiency of processing incoming and outgoing mail, parcels, and packages by providing updated mailing systems that meet federal security standards. This solicitation is issued as a Request for Quote (RFQ) against existing GSA contracts and does not have any set-aside restrictions.

Work Details
The contractor shall provide two (2) iX-9 + S.M.A.R.T mailing systems or equivalent, which must include:

- SMART all-in-one PCs
- Integral Dynamic Weight Platforms (DWP)
- USPS-based IM meters
- Thermal label printers
- Power conveyor stackers
- In-line dynamic scales
- Precision envelope sealers
- Necessary maintenance.

The contractor is responsible for all equipment, labor, materials, tools, and supervision necessary to perform mail meter equipment services as outlined in the Performance Work Statement (PWS). The contractor must ensure ongoing compatibility between all hardware and software components supplied throughout the duration of the contract. Any modifications or upgrades necessitated by enhancements in technology or amendments in VA requirements must be implemented promptly. The contractor shall also develop and maintain a quality control program to ensure compliance with service standards.

Period of Performance
The period of performance for this lease agreement will be base plus four option years, totaling up to five years.
