VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Single Source Justification for SAP under the SAT Last Updated: 02/01/22 Page 1 of 1 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C241-22-AP-3547 Contracting Activity: Network Contracting Office 1, Regional Procurement Office East on behalf of Department of Veterans Affairs, VISN 1, White River Junction VA Medical Center, 215 N. Main Street, White River Junction, VT 05001. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Contracting Activity is seeking labor, materials, equipment, maintenance and repair of all Contractor furnished equipment (including the mobile trailer unit), specialized staff, training, required supplies, and medications/drugs to perform Positron Emission Tomography / Computerized Tomography (PET/CT) from LB Insight Health Corp. 5775 Wayzata Blvd Ste 400, Minneapolis, MN 55416 (Y83GM6Y412N4). This equipment includes, but is not limited to, a contractor furnished fully equipped PET/CT Mobile trailer where studies are performed on a Philips 16 slice PET/ CT scanner (manufactured after 2010), a review station, and fusion software. The mobile PET/CT system has the ability to perform a wide range of exams including oncology related PET/CT exams, imaging of cardiac metabolism with F-18 FDG (Fludeoxyglucose), and brain imaging with F-18 FDG. The system must stay in place as removal and replacement of it would have impact and safety risks to patient care. Estimated Amount $180,000. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Due to the short notice of cancellation by contractor SDVOSB Redhawk Group International LLC, the sub-contractor LB Insight Imaging, who is already performing the services, already has all needed equipment and vetted personnel needed. The PET/CT needs to have a PET detector crystal specifically made for PET imagining. It must have a minimum of a 16-slice detector and be capable of acquitting the transmission image within one breath. The current sub-contractor has this set up already. Due to the VA needing to vet/credential all personnel who work with the patients, using the current sub-contractor will allow us to continue this much needed service for White River Junction s Veteran population being screen for cancers. These services and system must stay in place as removal and replacement of it would have impact and safety risks to patient care. Description of market research conducted and results or statement why it was not conducted: I conducted a VetBiz search using NAICS 621512 along with keyword Mobile PET CT Trailer which generated 56 organizations. GSA search using keyword Mobile PET/CT Trailer produced 0 results. SBA search using keyword Mobile PET CT yielded 2 small business profiles who do not meet the criteria under the emergent circumstances. FPDS search using keyword Insight Imaging under Contracting Office 01 yielded 7 results for similar purchases of trailer radiology services to VA s within VISN 1. Due to the short notice of cancellation by the previous contractor REDHAWK GROUP INTERNATIONAL, LLC s sub-contractor who is already performing the services at White River Junction VAMC, a new sub-contractor is urgently needed. These services will be sole sourced to LB Insight Imaging to avoid a critical lapse in patient care set to expire June 10, 2022. Insight Imaging is an affiliate of RAYUS Radiology (RAYUS), one of the nation s largest providers of advanced diagnostic imaging services and mobile imaging solutions. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
