THIS IS A SOURCES SOUGHT NOTICE ONLY/REQUEST FOR INFORMATION (RFI). This announcement is seeking information from industry, which will be used for preliminary planning purposes. No quotes are being requested or accepted with this Sources Sought Notice. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT SHALL BE AWARDED FROM THIS Sources Sought Notice. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of industry, namely Service-Disabled Veteran Owned Small Businesses (SDVOSB) and/or Veteran Owned Small Businesses (VOSB) in accordance with the requirements of Public Law 109-461. The Department of Veterans Affairs Atlanta VA Healthcare System (VISN 7) has a requirement for Home Oxygen Services as follows: Description This is a SOURCES SOUGHT ANNOUNCEMENT/REQUEST FOR INFORMATION (RFI) ONLY. In accordance with FAR 19.202-4, this request is for information and planning purposes only; it is neither a solicitation nor a request for proposals or quotes. This announcement does not obligate the Government to award a contract. Veterans Integrated Service Network (VISN) 7 is seeking to identify Service-Disabled Veteran Owned Small Business (SDVOSB) entities, and Veteran Owned Small Business (VOSB) entities fully capable of providing Home Oxygen Services and Supplies to the beneficiaries in VISN 7 to include Atlanta VA Medical Center (VAMC). VISN 7 has a requirement for in-home oxygen services, equipment, and supplies, to include but not limited to, compressor, portable oxygen machines, tanks, racks, and liquid oxygen systems. The in-home oxygen service will include the delivery, set-up, and resupply of oxygen as necessary to meet the medical needs and prescriptions for our veterans. The services include delivery, set-up, repair, and pick-up of equipment, resupply of expendable supplies (nasal cannulas, hoses, etc.) and medical grade oxygen, and monthly ventilator equipment checks from a licensed Certified Respiratory Therapist or a Registered Respiratory Therapist provided to include Atlanta VA Medical Center (VAMC). The contractor shall be responsible for providing all supplies, materials, equipment, labor, supervision, fuel, transportation, infection control, storage, cleaning, delivery, sanitization, assembly/set-up, repair, pick-up and patient training/instruction-in-the-use of Government-owned Home Oxygen Equipment/Ventilators, and management necessary to perform in-home oxygen and in-home ventilator services. The contractor shall develop mechanisms and methods to register complaints, resolve emergencies, issue approval of Patient Rights and Responsibilities, and provide pertinent documentation of performing all tasks as identified herein for eligible beneficiaries in VISN . Contractor(s) shall be required to provide delivery, set-up, instructions-in-use, storage and/or pick up and routine service/ maintenance on Home Oxygen Equipment. Contractor shall be JOINT COMMISSION accredited or evidence of adherence to Joint Commission standards at the servicing location prior to any contract award. This sources sought/request for information is only open for SDVOSB or VOSB participation. The applicable North American Industry Classification System (NAICS) for this RFI is 532283 Home Health Equipment Rental/Home Health Care Services; size standard is 35 Million. All respondents to this RFI must be certified as SDVOSB or VOSB on VIP VetBiz at https://www.vip.vetbiz.gov/. AREA OF COVERAGE FOR VISN 7: The contractor shall provide in-home oxygen services in whole to VISN 7 VAMC s Prosthetic & Sensory Aids Service in the Veterans Medical Centers area(s) of coverage as specified as follows: Atlanta VAMC, (Services include the VISN site locations and applicable catchment areas for this facility). IDIQ: Indefinite Delivery, Indefinite Quantity SDVOSB: Service Disabled Veteran Owned Small Business VOSB: Veteran Owned Small Business Interested parties may identify their interest and capability in writing via email to Darlene Chase at Darlene.Chase@va.gov; no later than 1:00 pm EST., February 15, 2022 with subject line to read: Sources Sought Response Home Oxygen Services and provide the following information: Name and address of company; DUNS Number; CAGE Code; Tax ID Number; Primary Point of Contact with phone number and email address; Socio-economic status and any pertinent information, which demonstrates firm s ability to meet the requirement; evidence of VIP certification; Joint Commission Accreditation or evidence of adherence to JC standards is required prior to an award of any contract for in-home oxygen services. Include a statement of compliance in capability statement, or steps taken to become compliant; Capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described above for VISN 7; including any past performance information in providing recent/relevant services. MAXIMUM NUMBER OF PAGES BEING ALLOWED FOR THE CAPABILITY STATEMENT IS 12 PAGES. Information on capability to adhere to VAAR Clause 852.219-10 or 852.219-11 (http://www.va.gov/oal/library/vaar/), (i.e., contractor will not pay more than 50% of the amount paid by the Government to it, to firm(s) that are not VIP certified VOSBs/SDVOSBs), as applicable. NOTE: This Sources Sought is for planning purposes only and shall not be considered an invitation for bids, request for proposal and/or quotes. This announcement constitutes an official Request for Information (RFI) as defined by FAR 15.201(e). RESULTS INFORMATION: Respondents will not be notified of the results of the evaluation. Firms responding to this sources sought announcement, who fail to provide ALL the required information requested, will not be used to help the Government make the acquisition decision to set-aside, which is the intent of this sources sought announcement.The Government is not responsible for any costs associated with preparing responses to this notice and your response(s) will be treated as information for the Government to consider. Any information that the vendor considers proprietary should be clearly marked. No funds have been authorized, appropriated, or received for this effort.
Background

Work Details
The Contractor shall provide Home Oxygen within a defined area of responsibility/jurisdiction to the patients’ residence, or other location as indicated on the order for Home Oxygen. The area of responsibility/jurisdiction for each VA facility includes specific counties. The Contractor shall deliver and set up in the patient’s residence all equipment and supplies ordered. Set-up shall include the establishment of operational parameters of equipment to VA prescription, ensuring purity of O2, Veteran training on system operations, review of safety checks, and discussion of home safety issues.
Services are required to be provided 24 hours a day, seven (7) days a week, including holidays, including all emergency service calls.

This is a five-year contract with five one-year pricing periods. Total Contract performance: 08-01-2024 - 07-31-2029

The geographic location(s) where the contract will be performed includes the Veterans Affairs Medical Center (VAMC) in Birmingham, Alabama and all Community-Based Outpatient Centers (CBOCS) supported therein.
