Background
The Department of Veterans Affairs (VA) is seeking a contractor to provide rental services for a temporary steam boiler to ensure compliance with the N+1 redundancy requirements as outlined in the VA Design Manual. This contract aims to maintain uninterrupted steam service for clinical and facility operations at the San Diego VA Healthcare System located at 3350 La Jolla Village Drive, San Diego, California. The goal is to ensure operational reliability and regulatory compliance while minimizing risks that could impact patient care.

Work Details
The contractor will be responsible for providing the following services:

1. Rental of one (1) 800 HP steam boiler, including delivery, installation, commissioning, and final removal and decommissioning once redundancy is restored.

2. Provision of a mobile office with AC/heating capabilities (7,500 BTU/hr heater and 3,800 BTU/hr AC).

3. Annual maintenance for the temporary boiler, which includes:
- One annual inspection each year.
- Replacement of all waterside and fireside gaskets.
- Replacement or rebuilding of safety valves.
- Inspection of all passages and components, and removal of loose scale.
- Two semi-annual combustion tunes per year using Natural Gas & Oil #2.
- Four quarterly safety checks on all safety devices.

4. Monthly maintenance checks totaling at least 10 hours:
- Week 1: 1 hour check-up walk around on the unit.
- Week 2: 4 hours check-up on the unit and minor repairs on any issues.
- Week 3: 1 hour check-up walk around on the unit.
- Week 4: 4 hours check-up on the unit and minor repairs on any issues.

5. The vendor must obtain necessary permits from APCD or local jurisdictions for the temporary boiler rental and renew them as required throughout the rental period.

Period of Performance
The contract period will begin on May 1, 2026, and end on April 30, 2027, with options to extend for additional years.

Place of Performance
The services will be performed at the San Diego VA Healthcare System located at 3350 La Jolla Village Drive, San Diego, CA 92161.
