Background
The Department of Veterans Affairs (VA) is issuing a service contract for the rental of temporary operators to monitor and operate a temporary rental boiler at the San Diego VA Healthcare System. The goal of this contract is to ensure continuous, safe operation of the boiler, which is critical for the facility's operations. This contract is set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBC) as mandated by Public Law 109-461.

Work Details
The contractor will provide experienced boiler operators to ensure a continuous 24/7 on-site presence. The work includes:
- Providing one operator per shift with a rotating schedule for complete coverage.
- Monitoring and operating the temporary rental boiler while ensuring safety compliance.
- Performing annual/monthly preventative maintenance as required by boiler manufacturers or codes.
- Recording daily logs, coordinating maintenance, and responding to emergencies.
- Specific tasks include checking for damage to controls or floats, inspecting and cleaning the firebox area, checking gauge glass valves, calibrating drum level and steam pressure, verifying PLC digital inputs and outputs, and providing safety meetings with SDVA operators prior to commencing work.
- Documentation required includes calibration reports for instruments, an electronic copy of the PLC program backup, and an electronic copy of the HMI and database.
