Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04 can be found at Acquisition.gov. This solicitation is unrestricted. The associated North American Industrial Classification System (NAICS) code for this procurement is 532490 Other Commercial and Industrial Machinery and Equipment Rental and Leasing, with a small business size standard of $40.0M. The FSC/PSC is W041 Lease Or Rental Of Equipment Refrigeration, Air Conditioning, and Air Circulating Equipment. The Boston Healthcare System, Brockton Division is seeking portable air conditioner rental services. All interested companies shall provide quotations for the following: Services Line Item Description Quantity Unit of Measure Unit Price Total Price 0001 Base Year: Lease June October 4 MO 1001 Option Year 1: Lease May October 5 MO 2001 Option Year 2: Lease May October 5 MO 3001 Option Year 3: Lease May October 5 MO 4001 Option Year 4: Lease May October 5 MO Statement of Work NFS AC Rental Service Scope of Work The contractor will provide portable air conditioners at the Boston Healthcare System, Brockton Division. Contractor is responsible for all labor, materials, tools and special equipment required to perform the work. Performance Requirements Provide two (2) 25-ton AC units with heat capability 480V 3PH 72KW per unit. Provide duct connections and associated temp wire connections for both units. All work shall be performed during normal working hours, which exclude Saturdays, Sundays, Holidays and the hours prior to 7:00 A.M. and after 6:00 P.M. Place of Performance Boston Healthcare System, Brockton Division 940 Belmont Street Brockton, MA 02301 Period of Performance One base period and four option periods. The base period will be upon award through October 20. Each option period will be May 21 through October 20 Badging/Security Requirements Contract personnel, for delivery, set-up and take-down shall be badged and accompanied by VHA BHS Brockton Engineering staff. The following solicitation provisions apply to this acquisition: 1. FAR 52.212-1, Instructions to Offerors Commercial Products and Commercial Services 2. FAR 52.212-3, Offerors Representations and Certifications Commercial Products and Commercial Services Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal in accordance with FAR 52.212-3, Offerors Representations and Certifications Commercial Products and Commercial Services. If paragraph (j) of the provision is applicable, a written submission is required. The following contract clause applies to this acquisition: FAR 52.212-4, Contract Terms and Conditions Commercial Products and Commercial Services All quoters shall submit the following: Questions: Any questions must be submitted in writing no later than Friday, June 5, 2026 at 12:00 PM EST. Quote: Offeror shall provide a quote using the table above. Offerors must also provide all applicable labor rates for the solicited services so they can be compared to the applicable wage determination for compliance with the Service Contract Labor Standards. All quotes shall be sent to the Contract Specialist at Rosangela.Pereira@va.gov. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. Options will be evaluated at time of award. The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. The following are the decision factors: Price: Quotes will be compared by price. Technical: The offeror s quote shall be evaluated to determine if the organization has the experience and capabilities to provide the requested services IAW the Statement of Work in a timely efficient manner. The VA utilizes VISTA to issue a purchase order and liquidate invoices. Failure to register in VISTA may result in exclusion from the issuance of a VA contract. This determination will be at the discretion of the Contracting Officer. Interested parties with no prior VA contracts can apply here: https://www.cep.fsc.va.gov/ Instructions to Offerors, attached. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Quoters shall list exception(s) and rationale for the exception(s), if any. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
