Chiller Rental Services for VA Nebraska Western Iowa Health Care System This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This is a solicitation conducted using FAR Part 13 (Simplified Acquisition Procedures). This announcement constitutes the only solicitation, quotes are being requested. Solicitation number 36C26325Q0520 is issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04. This procurement is a total set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB). Quotes will only be accepted from responsible contractors. The NAICS code for the solicitation is 238220 with a size standard of $19 million. The VA anticipates one firm fixed price contract award to provide services to VA Nebraska Western Iowa Health Care System, 4101 Woolworth Avenue, Omaha, NE 68105 FAR provisions 52.212-1, 52.212-2, and 52.212-3 apply to this procurement and are detailed within the attached solicitation document. FAR clauses 52.212-4 and 52.212-5 apply to this procurement and are included within the attached solicitation document. Additional requirements are listed within the attached solicitation document. The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. Background
The Department of Veterans Affairs (VA) is issuing this solicitation for Chiller Rental Services to support the Nebraska Western Iowa Health Care System located at 4101 Woolworth Avenue, Omaha, NE 68105.

The goal of this contract is to provide temporary chiller units to ensure adequate cooling for the facility, which serves sensitive populations. This procurement is a total set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB).

Work Details
The contractor will provide all materials, labor, transportation, and services necessary to fulfill the requirements for chiller rental as outlined in the Statement of Work (SOW).

The contractor is expected to deliver three air-cooled, stand-alone temporary chillers with a minimum cooling capacity of 500 tons each. Rentals will be in 30-day increments with individual delivery/task orders issued against an Indefinite Delivery Indefinite Quantity (IDIQ) contract. Specific tasks include:
- Monthly rental of chillers including all associated labor, maintenance, inspection, and installation.
- Coordination with VA facility for power connections and ensuring that all installations meet safety codes and regulations.
- Providing factory startup assistance and training on chiller operation.
- Maintaining a safe worksite and ensuring compliance with OSHA regulations.
- Removal of all equipment within two weeks after the rental agreement ends.

Period of Performance
The anticipated period of performance for this contract is from May 1, 2025, to November 30, 2025, with options extending through September 30, 2026.

The services will be performed at the Omaha VA Medical Center located at 4101 Woolworth Avenue, Omaha, NE 68105.
