This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 70B03C25Q00000056 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03. GSA Schedule Bids Only: Sellers bidding on this opportunity MUST have the items requested on an existing GSA Schedule. The Schedule must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's Schedule. Sellers must not bid more than their applicable contract ceiling price, excluding the Unison Marketplace Fee, for contract-specific items. If Unison receives notice that, due to inclusion of the Unison Marketplace Fee, the Selected Bid's line item pricing is higher than the Selected Seller's applicable published government contract pricing, the Unison Marketplace Fee will be reduced to ensure the Selected Bid's line item pricing does not exceed the Selected Seller's applicable contract pricing. Sellers may offer Open Market items only in accordance with the approved Terms and Conditions of their respective GSA Schedule AND upon approval from the soliciting Contracting Officer. This requirement is a Small Business Set-Aside and only qualified sellers may submit bids.

For this solicitation, DHS CBP Border Enforcement Contracting Division intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison Marketplace. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS CBP Border Enforcement Contracting Division is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at https://marketplace.unisonglobal.com. There is no cost to register, review procurement data or make a bid on https://marketplace.unisonglobal.com.Sellers that are not currently registered to use https://marketplace.unisonglobal.com should proceed to https://marketplace.unisonglobal.com to complete their free registration. Background
The Department of Homeland Security (DHS), through its Customs and Border Protection (CBP) agency, is responsible for protecting the nation's borders to prevent terrorist threats while facilitating legitimate trade and travel. CBP also plays a crucial role in apprehending individuals attempting illegal entry into the U.S., combating drug trafficking, safeguarding agricultural interests, and enforcing trade laws.

The United States Border Patrol (USBP) Rio Grande Valley (RGV) Sector has identified a need for preventive maintenance services for copiers across multiple locations.

Work Details
The contractor shall provide preventive maintenance services for twenty-three (23) Kyocera copiers located at 11 different sites within the USBP RGV Sector. The scope of work includes regular maintenance checks, repairs as necessary, and ensuring that all copiers are functioning optimally to support the operations of CBP.

The maintenance plans will be structured as a Firm-Fixed Price contract with a base year and four optional renewal years.

Period of Performance
Base Year: March 5, 2025 - March 4, 2026; Option Year 1: March 5, 2026 - March 4, 2027; Option Year 2: March 5, 2027 - March 4, 2028; Option Year 3: March 5, 2028 - March 4, 2029; Option Year 4: March 5, 2029 - March 4, 2030.

Place of Performance
Preventive maintenance services will be performed at various locations in Texas including Brownsville Station, Corpus Christi Station, Falfurrias Station, Fort Brown Station, Harlingen Station, Kingsville Station, McAllen Station, and the RGV Sector Headquarters in Edinburg.
