This is a contract to refurbish ten (10) Fairbanks Morse Diesel Engines. Work will include the update of ten (10) engine control systems. The engines are Fairbanks Morse Opposed Piston Engines Model 38D81/8 installed the W.G. Huxtable Pumping Plant with available power. The Contractor shall be responsible for removal of the existing components being replaced and the removal of those components from the premises. The Contractor shall provide transportation to and from Huxtable Pumping Plant. The contractor shall be totally responsible to the Government for any subcontractor on this contract. Pumping plant shall maintain a minimum of 75% pumping capacity. No more than two (2) of ten (10) pumping systems can be taken out of operation at any time during this contract, or as approved by Contracting Officer (KO).

Solicitation amendment W912EQ23B0006 P0002 is extended until 7/26/23 1:30PM with the bid opening taking place at 1:30PM.

Background
This is a contract to refurbish ten (10) Fairbanks Morse Diesel Engines at the W.G. Huxtable Pumping Plant. The Contractor shall be responsible for removal of the existing components being replaced and from the premises. The contractor shall provide transportation to and from Huxtable Pumping Plant. The contractor shall be totally responsible to the Government for any subcontractor on this contract.

Work Details
The work consists of furnishing all plant, labor, materials, and equipment to successfully overhaul and refurbish 10 Fairbanks Morse engines including start-up and commissioning of each engine; the work also includes the upgrade and commissioning of the engines’ control system. Contractor shall provide on-site training for USACE employees on new equipment and/or operating procedures.
New equipment shall come with standard 1 year warranty or no less than 800 hours of operation, whichever is greater. Contractor shall provide all labor, parts and tools for this project. All work to conform to local, state and federal codes.
Work is considered a 'turn-key' task.

Period of Performance
The contractor shall commence work within 10 calendar days after receiving the notice of award, prosecute the work diligently, and complete the entire scope of work no later than November 13, 2026.

Place of Performance
The work will be performed at the W.G. Huxtable Pumping Plant, located on Lee County Road 501 in Marianna, AR 72360.
